Stage 2 confirms technical specification adherence. Stage 3 applies the price and preference scoring. Failure at any stage leads to immediate disqualification.
Performance Security & Delay Penalties: Post-award, the successful bidder may be required to furnish performance security within 30 days. Late deliveries incur financial penalties calculated at the current prime interest rate per day of delay. The purchaser reserves the right to source substitute goods at the supplier's expense or terminate the contract for default if obligations are not met.
