Objectives

The primary objective of this tender is to procure a liquid filling machine suitable for use in pharmaceutical and medical applications, capable of accurately dispensing liquids and semi-liquids such as alcohols, lotions, creams, gels, and syrups. The machine should meet specified technical standards, be easy to operate and maintain, and comply with relevant safety and quality standards.

Scope

The scope of the tender includes the supply, delivery, installation, commissioning, and training related to the liquid filling machine at Osindisweni Hospital, KwaZulu-Natal. The machine must be capable of handling a range of volumes from a minimum of 20 millilitres to a maximum of 8 litres. The procurement process encompasses technical evaluation, price assessment, and adherence to procurement policies, including preference points for specific goals such as Black Persons with Disabilities ownership.

Technical Requirements

• The machine must utilize a positive displacement, rotary gear pump coupled to a programmable controller for accurate measurement.
• It must have an electronic braking system to stop the pump after reaching the preset volume.
• The machine should handle liquids and semi-liquids like alcohols, lotions, creams, gels, and syrups.
• The filling range must be from at least 20 ml to 8 litres.
• Operator controls should include adjustable speed control and a variable timer for the end of the filling cycle.
• The system must be easy to clean, with internal flushing capabilities.
• The equipment should be portable, tabletop, enclosed in stainless steel, and operate on 220V ±10%, 50Hz single-phase power.
• The gear pump must be made of Type 316 stainless steel, fitted with a non-return valve, and include accessories such as a nozzle bracket and flexible tubing.
• The machine must have an accuracy of ±0.5% per batch setting.
• Optional extras and accessories should be available with clear pricing, including upgrade options.
• The equipment must meet international safety standards (IEC 60601-1, 60601-1-2), be CE certified, and comply with relevant South African standards (SABS/SANS).

Skills Requirements

• The bidder must have trained and qualified technicians with manufacturer-specific training in servicing, calibration, and repair of the equipment.
• The bidder should demonstrate the capacity to provide ongoing maintenance, including a service and repair facility within KwaZulu-Natal.
• Provision of comprehensive operation and maintenance manuals, calibration software, and spare parts availability for at least a specified period.
• The bidder must be able to provide end-user training at no extra cost, including operational, calibration, and maintenance procedures.
• Technical support should include demonstration of the equipment to hospital staff and provision of optional accessories and upgrades.
