Objectives

The primary objective of this tender is to appoint a qualified and experienced catering service provider to supply, prepare, and deliver daily lunch meals for 250 participants attending the Umkhosi Womhlanga (Royal Reed Dance) ceremony. The municipality seeks to ensure that all meals are delivered on time, meet strict hygiene and quality standards, and support the successful execution of a culturally significant provincial event.

Scope

The contract encompasses the end-to-end catering service for a three-day programme from 11 to 13 September 2026. The service provider must prepare, individually pack, and transport 750 meal packs (250 per day) to the Emachobeni Pongola Royal Palace. Deliveries must arrive by 14:00 each day. Each meal pack contains a fixed composition: one quarter chicken, two bread rolls, one large fried potato, two portions of fresh fruit, one 330 ml can of 100% fruit juice, and one bottle of still water. The provider is solely responsible for all logistics, including vehicle provision, route planning, and on-site handover. Disposable serving items and food-grade packaging must also be supplied.

Technical Requirements

• Meal Specifications: Strict adherence to the prescribed ingredient list and portion sizes per pack.
• Food Safety & Hygiene: Implementation of certified food handling protocols, temperature control during transit, and use of sanitary, food-grade packaging.
• Logistics & Transport: Provision of reliable vehicles capable of reaching the designated royal palace venue and guaranteeing on-time delivery.
• Compliance Documentation: Mandatory registration on the Central Suppliers Database, submission of valid tax compliance status, B-BBEE verification certificate, company registration documents, VAT certificate (if applicable), and proof of residence.
• Bid Validity & Evaluation: Quotations must remain valid for 120 days. Evaluation follows a weighted criteria model focusing on relevant specifications, value for money, operational capability, and compliance with preferential procurement regulations.
• Contractual Terms: Acceptance of standard municipal conditions, including performance security, penalty deductions for late delivery, and termination rights for non-compliance.
