Objectives

The primary objective of this tender is to appoint a Service Provider to perform quantity surveying work for the repairs and refurbishment of the Ficksburg Magistrates Office. The scope includes assessing structural, civil, electrical, and mechanical defects, overseeing cost control, preparing estimates, bills of quantities, administering contracts, evaluating tenders, certifying works, and ensuring compliance with relevant legislation and standards. The project aims to restore and upgrade the Magistrates Office building, ensuring functionality, safety, and compliance with environmental and energy efficiency standards.

Scope

The scope of services encompasses:

• Full quantity surveying services including estimates, bills of quantities, contract administration, tender evaluation, and final account preparation.
• Coordination with electrical and mechanical engineers for measurement, certification, and variation management of electrical and mechanical works.
• Assessment and management of civil, structural, electrical, and mechanical defects, repairs, and replacements within the office complex.
• Preparation and monitoring of project programme, including milestone dates and progress reporting.
• Implementation of labour-intensive works in accordance with EPWP guidelines, including monitoring and reporting on employment and demographic data.
• Ensuring compliance with applicable legislation, standards, and environmental sustainability principles.
• Provision of project documentation, final disposal of documents, and security measures.

Technical Requirements

The technical requirements include:

• Provision of professional quantity surveying services as per the latest CIDB and SAQA standards.
• Coordination with multidisciplinary teams including architects, engineers, and environmental specialists.
• Adherence to project programme milestones, including appointment of consultants, design completion, bid submissions, and construction phases.
• Implementation of design innovation focusing on energy efficiency, water conservation, and environmentally friendly solutions.
• Compliance with all relevant legislation such as Occupational Health and Safety, Environmental Acts, and Building Regulations.
• Use of compatible software applications for project programming and documentation.
• Security clearance for key personnel involved in projects requiring confidentiality or security measures.
• Provision of accurate cost control, progress reports, and final account documentation within specified timeframes.

Skills Requirements

The skills and qualifications required for the tender include:

• Registered professional quantity surveyors and key personnel with current registration with the South African Council for the Quantity Surveying Profession.
• Proven experience in managing similar refurbishment and repair projects, especially in government or municipal contexts.
• Demonstrated ability to coordinate multidisciplinary teams including electrical and mechanical engineers.
• Knowledge of applicable legislation, standards, and environmental sustainability principles.
• Experience in implementing labour-intensive construction methods and monitoring EPWP compliance.
• Financial capacity and stability to undertake the project, including proof of professional indemnity insurance.
• Ability to provide qualified and experienced human resources, including CVs and proof of registration.
• Competence in project programming, cost control, tender evaluation, and contract administration.
• Capacity to manage security clearance procedures for personnel involved in sensitive projects.
