Objectives

To restore, maintain, and certify the electrical functionality of kitchen extractor hood systems at Victoria Mxenge Hospital through targeted component replacements, strict regulatory compliance, and documented safety protocols.

Scope of Work

The contract covers electrical repairs across three main kitchen hoods, involving the replacement of manufacturer ultraviolet tubes, CE-certified control systems for integrated UV capture ray systems, hood air curtain fans, and faulty four-foot LED light fittings (including necessary fixture adaptations). The work spans a one-calendar-month period, requiring five units completed per working day. Deliverables include comprehensive before-and-after photographic evidence, daily job sheets, service schedules, and post-repair reporting. All materials must be new, unused, and installed according to a consecutive work schedule without interruptions.

Technical Requirements

• Strict adherence to SANS 1850:2012 and SANS 10142-1 standards for ventilation maintenance and electrical wiring.
• Provision of a legally compliant Certificate of Compliance (COC) for all electrical alterations.
• Submission of a comprehensive, non-returnable safety file prior to commencement, containing risk assessments, legal appointments, PPE registers, fitness certificates, tool inspection logs, incident reporting procedures, chemical safety data sheets, and fall protection plans where applicable.
• Installation of new materials with a twelve-month product guarantee and six-month repair guarantee.
• Daily sign-off of job cards by hospital supervisors and submission of proforma invoices alongside replacement parts documentation.
• Cost-proven invoicing structure, requiring mandatory credit notes for any unused funds against the original quotation.

Skills and Qualification Requirements

• Contractor must hold a minimum CIDB grading of 1EB.
• All on-site electrical work must be performed exclusively by SANS 1850:2012 registered competent persons and qualified electrical artisans.
• Bidders must submit comprehensive CVs for both the SANS 1850 competent person and the lead electrical artisan, along with valid trade test certificates.
• Personnel working at heights must possess verified competency accreditation and occupational health fitness certificates.
• Company directors or project leaders must personally attend compulsory site briefings and handover meetings.
• Subcontracting is strictly limited to specialized testing, programming, inspections, and CAD drawing; the primary contractor must execute all physical work.

Notable Terms and Standards

SANS 1850:2012: The South African National Standard governing the installation, commissioning, and maintenance of commercial kitchen ventilation systems. It mandates that certified competent persons conduct all servicing and issue compliance certificates that must be physically mounted on each canopy.

SANS 10142-1: The national code for the wiring of electrical installations. It requires an official COC for any circuit modifications or additions to existing electrical infrastructure.

Preferential Procurement (80/20 System): Evaluation scores eighty points for price and twenty points for specific socio-economic goals. Twenty points are allocated exclusively to enterprises physically located within the eThekkini municipality to promote local economic participation.

Mandatory Safety File & Work Suspension Clause: The department enforces zero-tolerance compliance for health and safety documentation. Failure to submit the complete safety file, display site signage, cordon off work areas, or maintain daily job card records will result in immediate work suspension until rectified.
