Objectives

The primary objective is to execute comprehensive maintenance, repairs, upgrades, and minor construction works across multiple Emergency Medical Services (EMS) bases within the Amajuba Health District. The aim is to restore and maintain functional infrastructure, safety equipment, and facility fittings to support uninterrupted healthcare delivery and ensure compliance with provincial health standards.

Scope of Work

The contract encompasses four core tasks at designated EMS facilities:

• Oxygen Cage Conversion: Modify existing steel storage cages by altering door orientation, restructuring legs via welding, replacing damaged hinges, performing surface preparation, and applying protective oil-based paint coatings.
• Blind Replacement: Remove damaged vertical window blinds and install heavy-duty, SABS-approved vinyl blinds in cream/white, fitted with new aluminium frames.
• Holder Installation: Supply and mount wall-mounted heavy-duty mop and broom holders, each featuring five to six racks.
• Flag Pole Relocation: Dismantle the existing pole, excavate and pour a new concrete foundation (800mm x 800mm x 500mm), anchor the pole using specified hardware, and treat the surface with anti-corrosive primer and silver oil-based paint.

Technical Requirements

• All materials, components, and finishes must meet S.A.B.S. approved specifications.
• Mandatory on-site visits and precise measurements are required prior to any fabrication or installation.
• Works must strictly comply with the attached specification document, General Conditions of Contract (GCC), and Special Conditions of Contract (SCC).
• Contractors must supply all labour, tools, plant, and materials necessary for execution.
• Timely performance is enforced; delays trigger penalty clauses calculated at the prime interest rate per day until completion.
• Successful bidders may be required to furnish performance security within thirty days of contract award.
• Administrative compliance requires valid CIPC registration, Central Supplier Database (CSD) verification, tax clearance, and submission of all mandated returnable forms.

Skills and Experience Requirements

• Bidders must demonstrate direct expertise in their respective trade areas; cross-disciplinary bidding is discouraged.
• Proof of ownership or verified access to appropriate machinery, tools, and fabrication equipment is mandatory.
• Employment or reliable access to skilled, experienced personnel capable of delivering quality workmanship is required.
• Submission of at least one valid order and completion certificate for comparable maintenance projects is necessary to prove operational capacity.
• Professional references must be provided to allow inspection of past work.
• The procuring authority reserves the right to restrict the awarded scope based on demonstrated experience and technical limitations.

• Oxygen Cage Conversion: Involves structural modification of standard steel storage cages to alter door placement and accommodate specific cylinder dimensions. This requires certified welding, metal grinding, and industrial painting to ensure safety, stability, and durability.
• CIDB GB1/ME1 Grading: The Construction Industry Development Board classification system. GB1 denotes basic building works capability, while ME1 indicates foundational mechanical, electrical, and plumbing competencies. These grades verify minimum contractor readiness and financial/technical capacity.
• SAHPRA Licence: A regulatory permit issued by the South African Health Products Regulatory Authority. Though primarily for medical device distribution, its inclusion as a mandatory returnable document ensures alignment with national health procurement compliance frameworks.
• 80/20 Preference Point System: A preferential procurement model allocating eighty percent of evaluation points to competitive pricing and twenty percent to socio-economic goals, specifically prioritizing enterprises owned by youth. Proof of youth ownership via ID and CSD data is required to claim these points.
