Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake maintenance and cleaning of gardens and grounds at Port Shepstone Hospital and four official houses for a contract period of 12 months.

Scope

The scope includes:

• Maintenance of all garden areas within the defined property boundaries.
• Mowing of grassed areas and nature strips.
• Removal of rubbish and debris from all areas.
• Sweeping/blowing pathways, gutters, and driveways.
• Trimming and pruning of trees and shrubs, including overhanging branches.
• Removal and replacement of fallen or dead trees/shrubs/plants.
• Weed removal and weed control across all areas.
• Maintenance of garden beds, including pruning, shaping, and rubbish removal.
• Tree work beyond routine maintenance, including advanced pruning.
• Car park and pathway maintenance, including weed control and debris removal.
• Mulching of garden areas and regular top-ups.
• Site clean-up and ensuring a neat, safe environment during and after works.
• Perimeter fence clearance of alien vegetation and weeds.
• Management of vacant land, gulley’s, drains, channels, and other site improvements.

Technical Requirements

The technical requirements include:

• Provision of adequate machinery, tools, and accessories for garden maintenance.
• Compliance with safety standards, including submission of Job Safety Analysis sheets and Material Safety Data Sheets.
• Adherence to specified working hours: Monday to Friday, 07h30 to 16h30, with provisions for relievers.
• Implementation of environmental standards, including weed and pest control using approved chemicals.
• Regular site inspections, reporting, and maintenance of a performance checklist.
• Provision of qualified personnel trained in horticultural and safety procedures.
• Compliance with occupational health and safety legislation, including PPE use and first aid readiness.
• Proper waste management and site cleanliness during and after maintenance activities.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in garden and grounds maintenance, supported by references or contracts.
• Financial capacity to sustain operations for the contract duration, evidenced by bank letters or financial statements.
• Ability to supply and operate necessary machinery and equipment, with documentation of equipment details.
• Qualified and trained personnel with knowledge of horticultural practices, safety standards, and environmental regulations.
• Capacity to manage site safety, including submission of Job Safety Analysis and Material Safety Data Sheets.
• Commitment to quality service delivery, including adherence to specified working hours and site-specific requirements.
• Effective communication and reporting skills for performance monitoring and compliance documentation.
