Objectives

The primary objective of this tender is to secure a service provider for the maintenance of gardens and grounds at Northdale Hospital for a period of four months. The aim is to ensure good maintenance of the hospital's gardens and grounds, including lawn care, flower bed and shrub maintenance, tree trimming, hedge cutting, cleaning of paved areas, gutters, and general waste removal, while complying with safety and health regulations.

Scope

The scope of work includes:

• Provision of 16 staff members including supervisors to work Monday to Friday from 07:00 to 16:00, and 2 staff members on weekends and public holidays.
• Provision and maintenance of machinery and equipment such as brush cutters, wheelbarrows, spades, rakes, chainsaws, ladders, watering cans, gutter cleaners, hoses, garden brooms, and high dust pans.
• Performing lawn care, weed control, trimming of flower beds, shrubs, trees, hedges, and maintaining cleanliness of concrete, tarred, paved areas, gullies, drains, and gutters.
• Removal of garden refuse weekly, ensuring compliance with health and safety standards, and providing protective clothing to staff.
• Adherence to Bargaining Council requirements and safety regulations.
• Monitoring and inspection of services, reporting incidents, and ensuring equipment safety and proper conduct of staff.

Technical Requirements

• Provision of adequately trained and equipped staff with protective gear.
• Use of specified machinery and equipment, with replacement as needed.
• Compliance with safety, health, and environmental standards, including PPE and hazard management.
• Proper documentation including duty lists, inspection reports, and incident reports.
• Regular supervision and reporting to the Department of Health.
• Adherence to specifications for maintenance activities, including grass cutting, weed control, tree trimming, and waste management.
• Provision of a roll-out plan demonstrating capacity to execute the contract effectively.

Skills Requirements

• Qualified and experienced grounds maintenance personnel familiar with horticultural practices.
• Staff trained in occupational health and safety regulations, including PPE use and hazard management.
• Supervisory staff with skills in site management, safety compliance, and reporting.
• Technical proficiency in operating and maintaining machinery such as brush cutters, chainsaws, and gutter cleaners.
• Ability to coordinate and communicate effectively with hospital management and staff.
• Knowledge of environmental standards and waste management procedures.
