Objectives

The primary objective is to secure a qualified service provider for the comprehensive management, operation, and routine maintenance of the sewer treatment plant at Isithebe Clinic. The contract aims to ensure continuous, compliant, and hygienic wastewater processing within a healthcare facility, safeguarding public health, environmental standards, and uninterrupted clinic operations.

Scope of Work

The contractor will deliver a twelve-month service covering daily, monthly, and quarterly responsibilities:

• Daily Operations: Record pH levels and free residual chlorine; clean manual screens and remove organic/inorganic buildup; verify operational status of feed, aeration, clarifier, and ozone pumps; inspect bacterial holding tanks, sludge levels, flow meters, and electrical supplies; clear vegetation and debris within 500mm of fencing.
• Monthly Tasks: Perform routine equipment maintenance and emergency repairs; submit detailed operational reports with maintenance logs; supply disinfection chemicals (maintaining a minimum two-week buffer); conduct monthly effluent sampling via an accredited laboratory.
• Quarterly Duties: Dislodge all treatment tanks and submit photographic/documentary proof; unblock drains, sewer lines, and manholes as needed.
• Staffing & Supervision: Provide on-site personnel weekdays (07:00–16:30) and weekends/public holidays (07:00–12:30); include management and supervision fees in the quoted price.
• Consumables & Equipment: Supply all tools, cleaning materials, PPE, and laboratory testing devices (pH and chlorine meters).

Technical Requirements

Bidders must demonstrate strict adherence to regulatory, safety, and operational standards:

• Full compliance with the Occupational Health and Safety Act, National Building Regulations, and relevant SABS wiring and safety codes.
• Submission of a site-specific Health and Safety Plan with a risk assessment schedule before work commences.
• Provision of a Certificate of Compliance for any electrical installations upon completion.
• Mandatory documentation: valid tax clearance, B-BBEE verification certificate, Central Supplier Database (CSD) registration, CIDB grading certificate, membership proof with the Southern Africa Institute of Waste Management, and a valid sewer disposal permit specifying truck tank capacity.
• Effluent sampling must test fortnightly parameters (free residual chlorine, faecal coliforms, E. coli) and monthly parameters (pH, COD, suspended solids, ammonia, oxygen absorbed, chlorine, ortho-phosphate).
• A penalty of R1,500 per day applies for delays beyond the contract expiry date.

The successful bidder must possess specialised expertise in wastewater management and clinical facility maintenance:

• Employment of fully accredited artisans or technicians with verified experience in sewer treatment plant operations.
• Competency in water quality analysis, laboratory sampling protocols, and chemical dosing for disinfection.
• Ability to draft and implement site-specific safety plans, conduct regular inspections, and manage occupational health risks in a live clinical environment.
• Strong project coordination skills to handle routine servicing, emergency breakdowns, and comprehensive monthly reporting.
• Previous experience delivering similar services in public or private healthcare facilities is required as proof of capacity.
