Objectives

The primary objective is to engage a qualified service provider to perform comprehensive preventative maintenance and major servicing on standby diesel generators across six clinics within the Estcourt District. This ensures reliable backup power for critical healthcare operations, extends equipment lifespan, and maintains compliance with provincial health and safety standards.

Scope of Work

• One-off major servicing for six standby generators located at Fordaville, Ncibidwane, Ntabamhlope, Wembezi, Connor Street, and Zweli Sha clinics.
• Sequential isolation of each unit with prior notification to hospital maintenance to ensure continuous facility operation.
• Complete inspection, fluid/filter replacement, component adjustment, load testing, and thorough documentation.
• Responsible disposal of all waste materials (used oil, filters, debris).
• Completion of all works within four weeks of contract award, with individual technical reports submitted per generator.

Technical Requirements

• Engine & Cooling Systems: Drain and dispose of old oil, replace oil and fuel filters, flush and refill radiator with new coolant, and refill with specified grade (CF4 SAE 15W40 diesel oil).
• Electrical & Control Panels: Inspect alternator coupling, remove dust, verify terminals, test battery chargers, tighten cable lugs, and calibrate control panel meters (voltage, amperage, frequency, hour meter).
• Performance & Safety Testing: Run each generator under load for a minimum of 30 minutes, recording readings at 15-minute intervals. Verify turbo bearing wear, safety shut-offs (low oil pressure/high water temperature), exhaust integrity, and leak checks.
• Compliance & Reporting: Obtain oil samples for laboratory analysis via an ISO-registered company. Adhere to SANS 10142, the Occupational Health and Safety Act, and manufacturer specifications. Final acceptance requires sign-off by the hospital’s Chief Artisan/Foreman.

Skills and Qualification Requirements

• CIDB Mechanical Engineering (ME) Level 1 registration.
• Valid Central Supplier Database (CSD) registration and SARS tax clearance certificate.
• Public liability insurance coverage of R3,000,000.
• Letter of good standing and B-BBEE verification/affidavit.
• Documented proof of prior similar generator servicing contracts (purchase/award letters and completion certificates).
• Employment of skilled artisans/technicians proficient in diesel engine overhaul, electrical diagnostics, load banking, and regulatory compliance reporting.

• CIDB ME Level 1: A statutory contractor grading system administered by South Africa’s Construction Industry Development Board. Level 1 denotes a newly registered or small-scale mechanical engineering firm eligible for this procurement tier.
• 80/20 Preference Point System: A South African public procurement scoring model where 80 points are allocated to competitive pricing and 20 points to socio-economic transformation goals (specifically prioritizing South African-owned enterprises).
• Load Testing: A critical validation procedure where standby generators are operated under simulated clinical demand to verify output stability, thermal performance, and automatic transfer switch functionality before returning them to emergency standby mode.
