Objectives

The primary objective of this tender is to procure a comprehensive major service for fire safety equipment, including fire extinguishers, hoses, and fire hydrants, at Othobothini Community Health Centre (CHC). The service aims to ensure that all fire safety devices are fully functional, compliant with safety standards, and reliable in emergency situations, thereby enhancing safety within the facility.

Scope

The scope encompasses:

• Inspection, maintenance, and servicing of fire extinguishers, hoses, and fire hydrants across various locations within Othobothini CHC and associated clinics.
• Visual and internal inspections, pressure checks, hose and nozzle assessments, safety device verification, cleaning, recharging, component replacement, and hydrostatic testing where applicable.
• Provision of certification of service and guarantees for a period of one year.
• Servicing specific fire safety equipment at designated clinics and within different sections of the CHC, including storage rooms, wards, and other operational areas.

Technical Requirements

The service provider must ensure:

• Visual inspection for dents, corrosion, and paint deterioration.
• Internal inspection of extinguishing agents, discharge mechanisms, and siphon tubes for leaks or clogging.
• Pressure gauge verification to confirm operational status.
• Inspection of hoses and nozzles for blockages, cracks, or splits.
• Verification of safety devices such as pins and tamper seals.
• Weighing to confirm full capacity and checking labels for legibility.
• Cleaning, recharging, and component replacement as needed.
• Hydrostatic testing at specified intervals to ensure cylinder integrity.
• Reassembly, tagging, and proper placement of equipment post-service.
• Provision of a detailed report and certification of service, with a guarantee period of one year.

Skills Requirements

The service provider must possess:

• CIDB Grade 1SF or above certification.
• Valid letter of good standing with relevant authorities.
• Valid BBBEE certificate.
• Experience and proven track record in fire safety equipment servicing and maintenance.
• Qualified technicians capable of performing inspections, repairs, and hydrostatic testing according to SABS/SANS standards.
• Ability to produce certification and detailed reports confirming compliance and service quality.
