Objectives

The primary objective of this tender is to procure a Major Service of Transformer and Switch Gear, including the maintenance, inspection, testing, and servicing of transformers and Ring Main Units (RMU) at Mosvold Hospital. The aim is to ensure the reliable operation, safety, and longevity of critical electrical infrastructure within the hospital's power distribution system.

Scope

The scope encompasses:

• Performing a major service on transformers and Ring Main Units (RMU) as scheduled on 30 June 2026.
• Conducting visual, mechanical, electrical, and oil condition checks.
• Testing insulation resistance, dissolved gas analysis, and other electrical tests.
• Inspecting cooling systems, protection devices, and switchgear components.
• Providing detailed reports, signed schedules, and job cards post-service.
• Adhering to safety, health, and environmental regulations during service execution.

Technical Requirements

The technical requirements include:

• Compliance with CIDB registration as an Electrical (EB or EP) company.
• Provision of valid SARS tax clearance and good standing certificates.
• Certified proof of qualified artisan electrician or wireman's license (not older than 3 months).
• Certified proof of HT accredited electrician (not older than 3 months).
• Valid public liability insurance cover of R3,000,000.00.
• Traceable completion certificates for previous similar work (minimum of 3 copies).
• Adherence to detailed inspection, testing, and maintenance procedures for transformers and RMUs, including oil testing, insulation resistance, and protection device checks.
• Implementation of safety protocols including lockout/tagout (LOTO) and proper shutdown procedures.
• Provision of detailed reports and documentation for each service conducted.

Skills Requirements

The bidder must demonstrate:

• Qualified and certified electricians with relevant HT accreditation.
• Experience in transformer maintenance, oil testing, and electrical switchgear servicing.
• Ability to perform complex electrical testing such as Dissolved Gas Analysis (DGA), dielectric strength testing, and insulation resistance testing.
• Knowledge of safety standards, health regulations, and hospital environment protocols.
• Capability to prepare detailed technical reports, schedules, and documentation.
• Compliance with all legal and regulatory requirements, including CIDB registration and tax compliance.
