Objectives

The primary objective of this tender is to deliver comprehensive major servicing and maintenance of existing borehole water supply systems at four designated rural clinics under the KwaZulu-Natal Department of Health. The service aims to restore operational reliability, ensure water quality and quantity meet health standards, and guarantee safe, uninterrupted water access for clinical and community use.

Scope of Work

The contract encompasses a once-off major service intervention at Umtulwa, Mayizekanye, Efaye, and Cramond Clinics. The scope includes full mechanical, electrical, and hydraulic assessment of each borehole installation, followed by targeted rehabilitation, component replacement, and system optimization. Contractors must operate within active healthcare environments, strictly adhering to occupational health and safety protocols while ensuring minimal disruption to ongoing medical services. All works must be documented, tested, and formally handed over to the satisfaction of the District Engineer for Health.

Technical Requirements

• Compliance with SANS 10142-1 (Wiring of Premises), the Occupational Health and Safety Act, and KwaZulu-Natal Provincial Administration specifications.
• Execution of a standardized 21-point service checklist, including safety planning, structural inspection of casings and seals, electrical control panel and protection device verification, submersible pump removal and assessment, motor performance and insulation resistance testing, impeller and bearing inspection, casing and screen cleaning, specialized borehole rejuvenation (airlifting, brushing, or chemical treatment), static and pumping level measurement, flow-rate and water quality testing, pressure tank and switch inspection, and automated start/stop functionality verification.
• Submission of a detailed post-service technical report and a valid Certificate of Compliance (COC) for all electrical installations.
• All materials, components, and equipment must carry SABS approval.
• Strict site management protocols: contractor personnel must wear branded uniforms or official name tags, maintain visitor registers, coordinate with local community structures, and restore all work areas to their original condition upon completion.

Skills and Qualifications Requirements

• Valid trade test certification as a qualified electrician.
• Registration with the Construction Industry Development Board (CIDB) at the prescribed grading level.
• Proven experience in executing similar borehole maintenance or rehabilitation projects within public healthcare facilities, supported by completion certificates and verifiable client references.
• Technical proficiency in hydrogeological assessments, electrical diagnostics, and potable water quality analysis.
• Strong project coordination and safety management capabilities, including the ability to develop and implement site-specific safety plans aligned with Department of Health regulations.

• Certificate of Compliance (COC): A legally required document certifying that electrical installations meet national safety standards (SANS 10142-1) and are safe for operational use.
• CIDB Grading: A South African regulatory classification system that evaluates contractors' financial capacity, technical expertise, and historical performance to determine eligibility for public sector contracts.
• Airlifting/Brushing/Chemical Treating: Specialized borehole rehabilitation techniques used to remove accumulated sediment, biofilm, or mineral scaling that restricts water yield and degrades quality.
• 80/20 Preference Point System: A procurement evaluation model where 80% of scoring is allocated to price competitiveness and 20% to socio-economic transformation goals, specifically awarding full points to enterprises at least 51% owned by Black South Africans.
