Objectives

The primary objective is to engage a qualified service provider to conduct comprehensive major maintenance and servicing of all fire protection equipment at GJ Crookes Hospital. The contract ensures operational readiness, regulatory compliance, and enhanced facility safety through systematic inspection, testing, certification, and detailed documentation.

Scope of Work

The contractor will perform a once-off major service covering fire safety assets across multiple hospital buildings and departments, including administrative blocks, wards, theatres, mortuaries, plant rooms, and staff residences. Key deliverables include:

• Servicing and producing reports for specified quantities of Dry Chemical Powder (DCP) and Carbon Dioxide (CO2) fire extinguishers ranging from 2kg to 9kg.
• Inspecting, servicing, and reporting on 38 fire hose reels and 24 fire hydrants.
• Servicing 22 spare fire extinguishers.
• Conducting all servicing on-site; temporary off-site relocation is permitted only when necessary, provided equipment is stored securely.
• Producing individual service reports per asset and issuing official certificates of service upon completion.
• Implementing an identification system by affixing numbered stickers to extinguishers and their wall-mounted brackets.
• Cataloguing equipment by location/building and recording quantities alongside respective capacities.
• Inspecting fire supply water pipes and submitting a comprehensive infrastructure status report.

Technical Requirements

• All work must comply with applicable South African National Standards (SANS/SABS) for fire protection equipment.
• Quoted prices must be fully inclusive of labour, materials, scaffolding, transport, profit, and VAT.
• Quotations must remain valid for 90 days and reflect firm, non-negotiable pricing.
• Bidders must submit unaltered official quotation forms alongside all mandatory compliance documentation.
• The contract is governed by standard General Conditions of Contract (GCC) and Special Conditions of Contract (SCC), covering performance security, warranty periods, daily penalty calculations for delays, and termination rights.
• Service completion must align with hospital operational schedules, with immediate written notification required for any anticipated delays.

Skills and Qualification Requirements

• Mandatory Construction Industry Development Board (CIDB) registration specifically graded under ASQCC FIRE – Detection & Gas Suppression.
• Valid registration with the South African Qualifications Certification Committee for Fire Protection (SAQCC FIRE).
• Active Central Supplier Database (CSD) registration with verified status.
• Current SARS Tax Clearance Certificate confirming good standing.
• Valid Broad-Based Black Economic Empowerment (B-BBEE) verification certificate.
• Company ownership documentation issued by the Companies and Intellectual Property Commission (CIPC) to qualify for preference points.
• Personnel must demonstrate proven competency in fire equipment maintenance, hazard assessment, and compliance reporting.

• CIDB ASQCC FIRE Accreditation: A specialized construction industry grading that certifies contractors possess the technical capacity, financial stability, and trade-specific expertise to execute fire detection and gas suppression projects according to national standards.
• SAQCC FIRE Registration: A statutory qualification framework ensuring that fire protection technicians and engineers meet nationally recognized competency, training, and ethical standards before performing certified maintenance work.
• 80/20 Preference Point System: A public procurement evaluation model where 80% of the total score is determined by price competitiveness, while 20% is allocated to socio-economic goals. In this tender, the full 20 points are reserved exclusively for enterprises that manufacture or produce goods/services within KwaZulu-Natal province.
• GCC/SCC Framework: Standardized contractual terms governing state procurement. GCC outlines baseline legal obligations (e.g., dispute resolution, force majeure, anti-corruption, payment terms), while SCC introduces project-specific amendments such as delivery protocols, penalty rates, compliance deadlines, and termination procedures.
