Objectives

The primary objective of this tender is to procure a major service to standby generators at clinics within the KwaZulu-Natal Province, specifically at Itshelejuba Hospital. The service aims to ensure the reliable operation and maintenance of generators to support backup power supply for clinics, thereby enhancing healthcare service delivery during power outages.

Scope

The scope includes:

• Provision of a comprehensive major service to standby generators at various clinics, including detailed inspection, maintenance, and testing.
• Service activities encompass checking hour meters, fan belts, coolant levels, radiator hoses, oil levels, battery conditions, engine start-up under load, generator operation, leak inspections, radiator cleaning, fuel filter changes, and fuel system bleeding.
• Specific maintenance tasks such as oil and water leak checks, radiator air passage cleaning, fuel system servicing, and load testing.
• Additional detailed engine and electrical maintenance, including checking turbo rotation, seal faces, battery charging, and load testing parameters.
• Provision of reports on generator condition and recommendations post-service.

Technical Requirements

The technical specifications mandate:

• Compliance with detailed scope of work including engine and electrical maintenance.
• Use of approved or specified equipment and materials.
• Work to be performed by qualified, trade-tested artisans with proof of competency and relevant CIDB grading (minimum 2EB).
• Adherence to health and safety regulations, including providing written reports and documentation of work performed.
• Provision of a schedule of rates and detailed cost breakdown per clinic.
• Completion of all scheduled maintenance at specified intervals (e.g., 240-hour, 960-hour services).
• Submission of all required returnable documents, including proof of previous relevant work, references, and certificates.

Skills Requirements

The successful bidder must demonstrate:

• Competence in mechanical and electrical maintenance of diesel generators.
• Proven experience with similar generator servicing projects, supported by references and order certificates.
• Qualified artisans with relevant trade certificates (e.g., CIDB 2EB grading or higher).
• Ability to conduct detailed inspections, diagnostics, and repairs on generator systems.
• Knowledge of health and safety standards applicable to electrical and mechanical work.
• Capability to prepare detailed reports and documentation as per specifications.
