Objectives

The primary objective is to execute a comprehensive refurbishment of the male ablution facilities at the Joan Harrison Swimming Pool for the Buffalo City Metropolitan Municipality. The project aims to modernise, repair, and fully restore sanitation infrastructure to meet current operational and accessibility standards while maintaining a safe, hygienic environment for users.

Scope of Work

The contractor will deliver end-to-end renovation services, including:

• Demolition and removal of existing ceramic tiles, aluminium glazed shower doors, timber joinery, and associated fixtures.
• Application of waterproofing membranes on flat screeded roofs, backed by a ten-year guarantee.
• Installation of bathroom accessories, including grab rails, door stoppers, and aluminium edge/trim strips.
• Fabrication and fitting of bronze aluminium shower cubicle doors with 6mm toughened obscure safety glass.
• Cement plastering on brickwork walls and narrow widths.
• Supply and installation of complete sanitary ware: vitreous china wash basins, standard and paraplegic WC suites, wall-mounted urinals, chrome waste unions, traps, taps, and flush valves.
• Plumbing infrastructure works utilising uPVC drainage, Class 0 copper supply lines, and Pex-Al-Pex multi-layer piping.
• Installation of a 250-litre electric water geyser with all necessary safety valves and compliance certification.
• Functional testing of the newly installed water pipe system.
• Floor and wall tiling using specified ceramic formats with adhesive and grout.
• Mounting of copper-backed silvered float glass mirrors.
• Surface preparation and painting of interior walls and ceilings using prescribed primers and finish coats.
• Maintenance of a clean, secure, and tidy worksite throughout execution.

Technical Requirements

• Bidders must conduct independent site measurements prior to quotation submission.
• All materials, fittings, and installations must strictly conform to the quantities, product codes, and specifications outlined in the pricing schedule.
• Waterproofing works must be executed to achieve a ten-year performance guarantee.
• Plumbing and electrical components must comply with relevant SABS standards and municipal building regulations.
• A certified geyser compliance document must be submitted upon installation.
• The completed water pipe network must undergo pressure and functionality testing.
• Quoted rates must remain fixed for the contract duration, inclusive of VAT where applicable, and submitted exclusively via the municipality’s e-procurement platform.

Skills and Experience Requirements

• Proven track record in similar public facility refurbishments, evidenced by completion certificates or delivery notes for comparable projects.
• Willingness to undergo direct client verification by the municipality; failure to respond to verification correspondence within three days results in immediate disqualification.
• Registration on both the BCMM Supplier Database and the national Central Supplier Database (CSD).
• Tax compliance status confirmed as up-to-date with SARS.
• Valid Broad-Based Black Economic Empowerment (BBBEE) documentation to support preference point claims.
• Integrated trade competency across civil demolition, waterproofing, plumbing, tiling, painting, and basic electrical installations.

• Torchfusion Waterproofing: A specialised application method where a propane torch melts the underside of bituminous membranes to fuse them directly onto the substrate, creating a seamless, watertight seal. Requires certified applicators due to fire safety and precision demands.
• Pex-Al-Pex Pipes: Composite plumbing tubing consisting of cross-linked polyethylene, an aluminium core, and an outer polyethylene layer. Offers superior thermal stability, kink resistance, and longevity for domestic hot/cold water systems.
