Objectives

The primary objective of this tender is to engage a qualified delivery partner to design, produce, and install a series of large-scale murals along Strand Street in Nelson Mandela Bay. The murals aim to activate the public space, celebrate local culture and stories, enhance pedestrian experience, and support cultural tourism initiatives.

Scope

The scope of work includes:

• Collaborating with submitted design concepts and artists.
• Producing final artworks, including digital mockups and scale-ready artwork.
• Providing design rationale and community/cultural sensitivity statements.
• Preparing technical drawings detailing panel dimensions, materials, and substrate treatments.
• Securing all necessary permits and approvals from relevant authorities.
• Developing method statements, risk assessments, traffic management plans, and surface preparation.
• Executing painting/printing with weatherproof, UV-stable materials suitable for coastal environments.
• Managing safe installation using appropriate access systems and ensuring public safety.
• Implementing signage and temporary protections during works.
• Ensuring compliance with occupational health and safety regulations and environmental considerations.
• Engaging local communities and stakeholders, including skills transfer and local labor participation.
• Providing maintenance and warranty plans for 12–36 months, including optional periodic maintenance costs.
• Delivering project reports, photographic records, risk registers, final as-built drawings, and archival documentation.

Technical Requirements

The technical requirements encompass:

• Experience in delivering murals or large-scale façade projects of at least 50 m² within the last 7 years.
• Proven capacity to manage technical, safety, logistical, and community engagement aspects of large-scale public art projects.
• Demonstrated ability to work at heights and manage public access during installation, with appropriate health and safety systems.
• Preparation of detailed technical drawings, surface preparation, and use of durable, weatherproof, UV-stable materials.
• Securing all permits and approvals, including from SANRAL or other relevant authorities.
• Development of comprehensive health and safety plans, risk assessments, and traffic management strategies.
• Environmental management during surface preparation, painting, and installation.

Skills Requirements

The tender requires:

• Experience in executing large-scale public murals or façade artworks, with references and photographic evidence.
• Capacity to lead and coordinate multidisciplinary teams, including artists, safety personnel, and community stakeholders.
• Ability to produce detailed project timelines, manage resources effectively, and deliver within set timeframes.
• Proficiency in preparing technical drawings, safety documentation, and permit applications.
• Demonstrated commitment to community engagement, skills transfer, and local employment.
• Compliance with occupational health and safety standards, including having qualified H&S personnel and safety plans.
• Experience with environmental management and waste containment during project execution.
