Objectives

The primary objective of this tender is to engage a qualified engineer or engineering technologist to provide comprehensive engineering services for the Helenvale Spuu Program. The services include earthworks, steelworks, water and sewer infrastructure, concrete works, and demolition of retaining walls, supporting the construction and close-out phases of the project.

Scope

The scope encompasses:

• Provision of engineering services at the Victim Support Centre and Youth Centre in Helenvale, Ward 32.
• Execution of earthworks, steelworks, water and sewer installations, concrete works, and demolition activities.
• Adherence to construction duration until project close-out, with tender documents, layouts, GeoTech report, land survey, and BOQ already compiled as part of the construction tender package.
• Coordination with health and safety audits, with MBDA providing a health and safety consultant.
• Consideration of off-site container conversions under construction.

Technical Requirements

The technical requirements include:

• Engagement of a registered ECSA professional technologist or engineer with relevant experience and project history.
• Provision of detailed CVs, qualifications, project references, and proof of registration.
• Inclusion of all costs related to the services in the tender proposal, with no additional budget variations permitted.
• Attendance at a compulsory briefing session and site visit scheduled for 27 January 2026.
• Contract duration not exceeding 12 months.
• Adherence to health and safety standards, with audits and inspections managed by MBDA.

Skills Requirements

The successful service provider must demonstrate:

• Registered structural engineer or technologist with valid ECSA registration.
• Relevant experience in earthworks, steelworks, water and sewer infrastructure, and demolition projects.
• Proven project management capabilities and ability to deliver within specified timelines.
• Ability to provide detailed project documentation, including CVs, references, and proof of registration.
• Understanding of health and safety regulations, including compliance with SANS 10400 and construction regulations.
