Objectives

The primary objective of this tender is to procure professional town planning services from a qualified and registered Town Planner or Regional Planner. The services include handling land subdivision and consolidation applications, parking departure applications, encroachment, and land consolidation processes, ensuring compliance with relevant planning regulations and fees.

Scope

The scope encompasses:

• Engagement of a Professional Registered Town Planner or Town and Regional Planner.
• Preparation and submission of applications related to land subdivision, consolidation, parking departures, and encroachment.
• Provision of detailed qualifications, experience, and project history of the planner.
• Ensuring regional planners are based within Nelson Mandela Bay (NMB) and are permanent employees of the tendering company.
• Contract duration of up to 12 months, with an emphasis on expedited application processes.

Technical Requirements

The technical requirements include:

• Submission of a quotation that covers all costs related to the services, including application fees.
• Proof of SACPLAN registration for the Town and Regional Planners.
• Demonstration of experience through completion of similar projects/applications.
• Provision of comprehensive CVs, project lists, appointment or reference letters, and proof of SACPLAN registration.
• Regional Planner must be a permanent employee of the company and based within NMB for the contract duration.
• Adherence to the evaluation criteria focusing on experience, project completion, and qualifications.

Skills Requirements

The skills and qualifications required include:

• Registered Town Planner or Regional Planner with SACPLAN certification.
• Minimum of 1 year of relevant experience, with preference for planners with 3+ years or more.
• Proven track record of completing similar land development projects and applications.
• Strong documentation skills, including CVs, project descriptions, and reference letters.
• Ability to manage application processes efficiently within a maximum of 12 months.
• Regional Planner must be employed full-time by the company and based within Nelson Mandela Bay during the contract period.
