Objectives

The primary objective of this tender is for the MBDA to acquire the services of a qualified professional team to undertake restoration and upgrading works at the Donkin Reserve Lighthouse and Trinder Square. The project aims to enhance the urban environment through revitalization efforts, including design updates, infrastructure improvements, and compliance with relevant standards.

Scope

The scope of work includes:

• Provision of professional services across work stages 3 to 6, including design updates and implementation support.
• Liaison with local authorities for submissions and approvals.
• Specific tasks such as conducting a baseline risk assessment, preparing specifications, and compiling close-out reports.
• Implementation of electrification for the park ablution facility and park lights at Trinder Square.
• Restoration of the Donkin Lighthouse, including all architectural and engineering services required for the project.

The contract duration is capped at 12 months.

Technical Requirements

The technical requirements specify that:

• The main applicant must be a registered Civil Engineer with ECSA, with active registration and at least five years of experience.
• All professionals involved must have active registrations at the time of tendering and project execution.
• The team must demonstrate experience in designing small to medium public parks, urban spaces, and recreational areas, including projects involving heights.
• Services include liaising with authorities, preparing specifications, conducting risk assessments, and ensuring health and safety compliance.
• Penalties of R1,000 per day will be imposed for failure to meet deadlines.

Skills Requirements

The tender requires professionals with:

• Active registration with ECSA as Civil and Electrical Engineers.
• Minimum of five years’ experience in relevant projects.
• Proven involvement in similar projects, including design, approval processes, and working at heights.
• Ability to demonstrate past project involvement, relevant legislated registrations, and qualifications.
• Experience in urban revitalization, park design, and infrastructure upgrades.
