Objectives

To secure a reliable, once-off supply of certified medical oxygen masks for clinical use at Greys Hospital. The procurement aims to ensure timely delivery of safe, compliant paediatric and adult respiratory equipment while adhering to national public procurement legislation and promoting socio-economic transformation through preferential scoring.

Scope

The tender covers the supply of Medical Mask Poly oxygen 40% in two size categories:

• Child-sized masks: 4,000 units
• Adult-sized masks: 8,000 units

Delivery must be made directly to Greys Hospital in Pietermaritzburg. The contract is single-delivery with a price validity period of 90 days. All transportation, handling, and delivery costs must be factored into the quoted unit prices.

Technical Requirements

• Product Specification: Masks must match the stated description (Poly oxygen 40%) and be suitable for clinical patient care.
• Quality & Shelf Life: Items must be brand new, unused, and retain a minimum validity of six months from the date of delivery. Expired or second-hand goods are strictly prohibited.
• Regulatory Compliance: Bidders must hold a valid licence issued by the South African Health Products Regulatory Authority (SAHPRA) permitting the manufacture, import, export, or wholesale distribution of medical devices.
• Sample Testing: The institution may request physical samples for independent verification. Bidders must complete a Compulsory Sample Register and deliver samples promptly upon email notification. Failure to comply results in disqualification.
• Pricing Terms: Quotes must be firm, inclusive of VAT (if applicable), and cover all delivery expenses. Prices cannot be adjusted during the 90-day validity window.

Note on SAHPRA Licence: This is a mandatory South African regulatory certification required for all entities dealing with medical devices. It verifies that the supplier and their products meet national safety, quality, and efficacy standards before clinical deployment.

Skills & Business Requirements

• CSD & Tax Compliance: Bidders must be registered on the Central Suppliers Database (CSD) with an active, compliant tax clearance status. Non-compliant tax records will lead to automatic rejection.
• Mandatory Documentation: Complete submission of all returnable forms is compulsory, including the Bidder’s Disclosure (SBD 4), Official Price Page, Specification Compliance Form, and Preference Points Claim Form (SBD 6.1).
• Evaluation Process: Offers undergo a four-stage assessment: administrative compliance, specification adherence, sample testing, and final scoring. Incomplete or non-responsive bids are eliminated at each stage.
• Preferential Procurement: An 80/20 scoring system applies (80 points for price, 20 points for specific goals). Full preference points are awarded exclusively to enterprises that are at least 51% owned by Black people, supported by a valid BBBEE verification certificate or sworn affidavit.
• Operational Capacity: Bidders must demonstrate logistical capability to deliver large volumes within agreed timeframes, maintain product integrity during transit, and respond efficiently to clarification or sample requests.
• Anti-Collusion & Integrity: Cover-quoting, multiple quotes from linked entities, or misrepresentation of information will result in disqualification and potential restriction from public sector contracts.
