The primary objective is to procure essential medical and surgical consumables and equipment for clinical operations at the designated community health centre. The procurement aims to ensure the timely delivery of compliant, high-quality goods while adhering to provincial health supply chain regulations, statutory compliance frameworks, and preferential procurement policies.

Scope

This is a one-off supply contract covering a range of medical and surgical items delivered to the specified facility. The scope includes:

• Examination gloves in various sizes, colours, and materials (latex and nitrile variants)
• Endotracheal tube holders for adult and paediatric patients
• Continuous Positive Airway Pressure (CPAP) masks for adult and paediatric use
• Bair Hugger warming blankets
• Ultrasound transducers and Toco transducers

Quotations must remain valid for ninety days. All delivery costs must be incorporated into the quoted price, and firm pricing is mandatory throughout the contract period. The contract is awarded on a once-off basis with no automatic renewal.

Technical Requirements

• All goods must meet SABS-approved quality standards and strictly conform to the detailed specifications provided in the annexures.
• Examination gloves must be powder-free, latex-free (nitrile), feature textured fingers for grip, and meet specified cuff length requirements.
• CPAP masks must be compatible with standard non-invasive ventilation systems and suitable for clinical or single-patient use as indicated.
• Endotracheal tube holders must securely fix standard tubes without obstructing airway access or monitoring equipment.
• Warming blankets must deliver consistent forced-air thermal regulation using approved airflow channel designs.
• Products must be new, unused, and possess a minimum shelf life of six months upon delivery. Expired or second-hand items are automatically rejected.
• Bidders may be required to submit physical samples for verification against set specifications. Testing and sample provision costs are borne by the bidder.
• Successful suppliers must furnish performance security within thirty days of award, adhere to a twelve-month warranty period post-delivery, and permit inspection of relevant records or premises.
• Strict adherence to General and Special Conditions of Contract is required, including financial penalties for delayed delivery calculated at the current prime interest rate per day.

Skills Requirements

As this is a goods supply quotation rather than a professional service contract, formal clinical or technical qualifications are not mandated. However, bidders must demonstrate robust logistical and administrative capabilities, including inventory management, cold-chain or climate-appropriate storage handling, and efficient distribution planning. Suppliers must also possess thorough knowledge of South African public procurement compliance, including Central Suppliers Database registration, SARS tax clearance validation, and accurate completion of statutory returnable forms.

• 80/20 Preference Point System: Evaluation allocates eighty points for competitive pricing and twenty points for specific transformation goals. Full points are granted to enterprises with at least fifty-one percent black ownership, supported by verified documentation.
• SBD and CSD Compliance: Submission of completed Statutory Bid Documents (including Disclosure of Interest and Preference Points Claim) alongside proof of Central Suppliers Database and tax compliance status is mandatory. Failure to submit these results in immediate disqualification.
• Administrative & Procedural Rules: Late submissions, improperly sealed envelopes, retyped official forms, or use of correcting fluid will render quotations invalid. The department reserves the right to reject any quote that fails to meet specification or compliance thresholds.
