Objectives

The primary objective of this procurement is to acquire a single, current-edition Medicine Drug Reference Textbook (specifically the MIMS MDR Book) for clinical and pharmaceutical reference purposes at HlengiSizwe Community Health Centre. The acquisition supports healthcare practitioners in delivering safe, evidence-based medication management and aligns with provincial health service standards.

Scope

The scope encompasses the complete supply, secure packaging, transportation, and formal handover of one (01) unit of the specified textbook to the designated health facility. It includes all logistical arrangements, administrative documentation, and compliance with the KwaZulu-Natal Department of Health’s supply chain management protocols. This is a one-off goods quotation with no ongoing service or maintenance component.

Technical Requirements

• Product must be brand new, unused, and represent the most recent commercially available edition.
• Must conform to standard medical reference specifications and applicable South African quality benchmarks.
• Delivered items must retain a minimum validity/shelf-life of six months from the date of acceptance.
• Packaging must safeguard against transit damage, moisture, and environmental exposure.
• All delivery, handling, and insurance costs must be fully incorporated into the quoted price.
• Quoted pricing must remain firm for a ninety-day validity period.
• Supplier must be registered on the Central Suppliers Database (CSD) and maintain valid tax clearance status.
• A compliant SARS tax invoice must accompany delivery.

Skills Requirements

No specialized technical or professional qualifications are mandated, as this is a standard goods procurement. Bidders must demonstrate baseline commercial competency, including reliable distribution logistics, accurate order processing, and familiarity with public sector procurement documentation. Proficiency in completing mandatory Standard Bidding Documents (SBDs), submitting preference point claims, and adhering to disclosure declarations is essential.

Notable Terms & Conditions

80/20 Preference Point System: Evaluation uses a weighted scoring model where 80 points are allocated for competitive pricing and 20 points for socio-economic transformation. Full points are awarded to enterprises at least 51% owned by Black people, supported by a valid B-BBEE certificate or sworn affidavit.

Performance Security & Warranty: The successful bidder may be required to submit a performance guarantee (bank guarantee or certified cheque) within thirty days of award. The supplier warrants the textbook against manufacturing or material defects for twelve months post-delivery or eighteen months post-shipment, whichever expires first.

Delay Penalties & Contract Termination: Late deliveries trigger daily financial deductions calculated at the prevailing prime interest rate. Repeated non-performance, failure to meet specifications, or engagement in collusive/fraudulent practices may result in contract cancellation and potential exclusion from public sector procurement for up to ten years.

Mandatory Disclosure & Compliance: Bidders must complete SBD4 (Declaration of Interest) to disclose any relationships with Department of Health officials. Failure to submit required returnable documents, provide false information, or exceed delivery timelines without approved extensions will render the quotation non-responsive and subject to disqualification.
