Objectives

The primary objective of this tender is to procure and deliver 60 units of 5-litre mortuary sanitizer to Ngwelezana Hospital. The supply aims to support hygiene protocols and surface sanitation within mortuary operations, ensuring compliance with provincial health standards while achieving value for money through transparent, regulated procurement processes.

Scope

This is a one-off supply contract for commercial-grade sanitizing products. The scope encompasses the provision, packaging, and delivery of 60 units of 5L mortuary sanitizer to the hospital's designated location. Delivery must be completed within 15 working days (three weeks) of contract award. The quoted price must be firm, inclusive of all delivery costs, insurance, and applicable VAT. The contract validity period is 90 days from the closing date. No installation, commissioning, maintenance, or recurring services are included.

Technical Requirements

• Product must be a 5-litre mortuary-grade sanitizer specifically intended for cleaning and washing surfaces.
• All supplied items must be new, unused, and possess a minimum remaining shelf life of six months upon delivery.
• Products must comply with applicable South African National Standards (SANS/SABS) where relevant.
• Bidders must formally confirm specification compliance on the official quotation form; non-compliance results in disqualification.
• Samples may be requested by the evaluating committee for verification. Failure to provide a sample when requested leads to rejection of the offer.
• Expired, damaged, or second-hand products will not be accepted under any circumstances.

Skills Requirements

No specialized technical, engineering, or service-delivery skills are required for this procurement. The tender is strictly for the supply of standard commercial sanitizing products. Suppliers must demonstrate basic commercial and logistical capabilities, including accurate pricing, reliable inventory management, timely delivery coordination, and strict adherence to government documentation and compliance procedures.

Explanation of Unusual or Complicated Terms

• Preferential Procurement (80/20 System): Evaluation uses an 80-point price allocation and 20-point allocation for specific socio-economic goals. Full points are awarded exclusively to enterprises at least 100% owned by Black African women.
• GCC/SCC Framework: The General and Special Conditions of Contract dictate payment timelines, performance security, warranty obligations, and dispute resolution. Delay penalties are calculated daily using the prevailing prime interest rate until actual delivery.
• Cover-Quoting Prohibition: Submitting multiple quotations under different company names or structures for the same bid is classified as fraudulent activity. It triggers immediate disqualification and may result in a ban from public sector contracts for up to ten years.
• CSD & Tax Compliance Mandate: Active registration on the Central Supplier Database (CSD) and a valid SARS tax clearance certificate are compulsory. The department will verify these electronically; missing or invalid documentation results in automatic rejection.
