Objectives

The primary objective is to secure a competent service provider to safely, efficiently, and legally empty the septic tank at the Willowvale South African Police Service (SAPS) station. The contract aims to maintain sanitary facility standards, prevent environmental pollution, mitigate health hazards, and ensure minimal disruption to ongoing police operations.

Scope

The scope covers the end-to-end management of septage removal from the designated facility. Key deliverables include:

• Mobilization of specialized vacuum pumping equipment and support staff to the site
• Complete extraction of septage using certified tanker vehicles
• Secure transportation to a government-approved wastewater treatment or disposal facility
• Post-operation site cleaning and restoration to original condition
• Provision of official waste tracking manifests and disposal verification certificates

Technical Requirements

Bidders must satisfy specific regulatory, operational, and evaluation criteria:

• Environmental & Safety Compliance: Valid waste management licenses, proof of vehicle roadworthiness and insurance, and adherence to national legislation governing liquid and hazardous waste handling.
• 80/20 Point Scoring System: A standard South African public procurement model where 80 points are awarded for price competitiveness and 20 points for preference-based criteria (primarily transformation credentials).
• Functionality Assessment: All bids undergo a preliminary technical compliance review scored out of 100. Bidders must achieve a defined minimum threshold to qualify for financial and preference evaluation.
• Transformation Credentials: Compliance with South Africa’s Broad-Based Black Economic Empowerment (B-BBEE) framework is mandatory. A minimum Level 1 B-BBEE recognition certificate is required to proceed to further evaluation stages.

Skills Requirements

The successful contractor must demonstrate verified expertise and certified competencies in wastewater management:

• Certified operators proficient in vacuum truck operation, septage handling, and pump maintenance
• Working knowledge of Occupational Health and Safety (OHS) standards, including confined space protocols and hazardous substance management
• Experience navigating municipal by-laws and environmental permitting processes for waste disposal
• Project coordination skills to schedule operations outside peak police station hours and manage site logistics efficiently
• Administrative capability to compile, verify, and submit accurate waste tracking documentation and disposal compliance reports
