Objectives

Scope of Work

The successful bidder will be responsible for conducting a comprehensive medical review of the designated case file. The scope includes:

• Reviewing and analysing existing medical records, incident reports, and related documentation.
• Performing necessary clinical evaluations or consultations as required to form an independent medical opinion.
• Delivering a formal, structured medical report that provides a conclusive determination regarding the injury.
• Ensuring all activities comply with public sector confidentiality standards, ethical medical practices, and applicable regulatory frameworks.

Technical Requirements

• Capability to deliver specialised medical assessments aligned with national occupational health and injury evaluation guidelines.
• Provision of a legally defensible, evidence-based medical report suitable for government adjudication and archival.
• Secure handling and storage of sensitive patient and case data in accordance with privacy legislation.

Skills Requirements

• Valid registration with the relevant South African health regulatory council and active medical licence to practise.
• Specialised experience in occupational medicine, trauma assessment, or duty-related injury evaluation.
• Proven track record of producing independent second-opinion medical reports for government departments or statutory bodies.
• Strong diagnostic, analytical, and technical report-writing abilities, with familiarity in public service injury adjudication processes.

Evaluation Framework & Key Terms

This tender will be evaluated using an 80/20 point scoring system, a standard South African public procurement model where 80 points are allocated to price competitiveness and 20 points are awarded based on Broad-Based Black Economic Empowerment (B-BBEE) preference. Bidders must achieve a minimum B-BBEE Level 1 designation to qualify for price and preference evaluation. Level 1 represents the highest compliance tier under the B-BBEE Codes, granting maximum preference points and demonstrating full adherence to transformation targets.
