Objectives

The primary objective is to establish a panel of qualified service providers on a rotational basis to deliver desludging services for septic tanks and conservancy pits serving various government clients within the Mthatha regional area.

Scope of Work

• Emptying, extraction, and responsible disposal of waste from septic tanks and conservancy pits.
• Service delivery across multiple client sites within the Mthatha region.
• Contract duration of six (6) months, with tasks allocated rotationally among approved panel members.
• Compliance with all applicable public works directives, environmental regulations, and health and safety standards.

Technical Requirements

Bidders must demonstrate operational capability to execute desludging services safely and efficiently. Expected technical criteria include:

• Ownership or verified access to specialized vacuum trucks, sludge handling equipment, and protective gear.
• Established procedures for waste transportation, tracking, and disposal at licensed treatment or landfill facilities.
• Ability to mobilize teams rapidly and coordinate logistics across dispersed locations within the region.
• Submission of a compliant technical methodology aligned with the prescribed evaluation framework.
• Maintenance of a minimum Broad-Based Black Economic Empowerment (B-BBEE) Level 1 status to qualify for further evaluation.

Skills Requirements

Providers must possess the following competencies and experience:

• Proven experience in municipal or government-contracted wastewater and sludge management services.
• Certified operators trained in safe extraction techniques, confined space entry protocols, and hazardous material handling.
• Project coordination skills to manage rotational task assignments, maintain service continuity, and report accurately.
• Knowledge of local environmental compliance frameworks, waste manifest documentation, and regulatory reporting.
• Occupational health and safety management capabilities, including risk assessments, incident response planning, and staff training records.

• 80/20 Point Scoring System: The evaluation allocates 80 points to functionality (technical capability, methodology, experience, and compliance) and 20 points to price and preference factors. Bidders must achieve the minimum required functionality threshold to advance to price evaluation.
• Rotational Basis: Instead of awarding all work to a single contractor, the appointed panel members will receive service requests in a rotating sequence. This ensures equitable distribution of contracts and maintains consistent service availability.
