The primary objective is to procure and deliver high-quality adult mucus extractors to support clinical suction procedures at Dr Pixley Ka Isaka Seme Memorial Hospital. The procurement aims to ensure consistent availability of essential medical equipment while adhering to public sector procurement legislation and promoting local economic participation through targeted preference scoring.
The contract encompasses the supply and delivery of 3,000 units of adult mucus extractors directly to the designated hospital facility. Pricing must remain firm for a 90-day validity period, with all transportation, packaging, and incidental delivery costs fully included in the quoted amount. The evaluation utilises an 80/20 preference point system, awarding 80 points for competitive pricing and 20 points specifically for South African-owned enterprises. No subcontracting is permitted without prior written consent, and the department reserves the right to negotiate prices with responsive bidders before final award.
No specialised technical skills are mandated; however, bidders must demonstrate proven operational and financial capacity to execute the contract:
Preferential Procurement: The 20-point allocation for South African ownership requires valid CIPC certificates. Missing proof forfeits the points but does not invalidate the bid.
Penalty Structure: Delayed deliveries incur daily financial penalties calculated using the current prime interest rate applied to the delayed portion's value. Repeated defaults or specification failures may trigger contract termination and claims for excess replacement costs.
Anti-Collusion & Cover-Quoting: Submitting multiple quotations across different entities to artificially influence pricing is classified as fraud. Violations lead to immediate disqualification, potential blacklisting from the public sector for up to ten years, and referral to law enforcement.
Warranty: All supplied goods carry a defect-free warranty for twelve months post-delivery or eighteen months post-shipment (whichever expires first). Defective items must be repaired or replaced at the supplier's expense upon notification.
