Objectives

The tender aims to appoint a multidisciplinary professional services provider to undertake repair and refurbishment works at Pampierstad Home Affairs. The services include architectural, quantity surveying, structural, electrical, mechanical, and other engineering disciplines, with the overarching goal of delivering comprehensive design, documentation, procurement, construction supervision, and project close-out services aligned with the project scope and departmental standards.

Scope

The scope encompasses a full range of professional services across multiple stages:

• Stage 1: Inception – Establish client requirements, site assessment, preliminary investigations, and project brief development.
• Stage 2: Concept and Viability – Prepare initial design concepts, feasibility studies, and preliminary reports.
• Stage 3: Detail Design – Finalize detailed design, specifications, and drawings, incorporating all disciplines and statutory approvals.
• Stage 4: Documentation & Procurement – Prepare tender documentation, coordinate with authorities, and facilitate procurement processes.
• Stage 5: Construction – Administer construction contracts, supervise works, inspect for compliance, and manage variations.
• Stage 6: Close-Out – Final inspections, defect rectification, handover, and completion documentation.

Additional services include construction monitoring, environmental assessments, targeted procurement, and other specialist tasks as required.

Technical Requirements

The technical scope involves:

• Provision of comprehensive engineering and architectural design services aligned with the project scope and departmental standards.
• Preparation of detailed construction documentation suitable for local authority approval and tendering.
• Supervision and administration of construction contracts, ensuring compliance with specifications, quality standards, and safety regulations.
• Implementation of environmental and occupational health and safety standards, including environmental impact assessments and safety compliance.
• Coordination among multidisciplinary teams, including specialist consultants, to ensure integrated project delivery.
• Adherence to statutory and departmental approval procedures, including submission of reports, drawings, and final documentation.

Skills Requirements

The tender mandates the following skills and qualifications:

• Registration and proven competence of all professional team members with relevant statutory bodies (e.g., SACAP, ECSA, SACPCMP, etc.).
• Full-time supervision and management by registered professionals in each discipline (architecture, quantity surveying, structural, electrical, mechanical).
• Experience in managing repair, refurbishment, and multi-disciplinary projects of similar scope and complexity.
• Capability to produce comprehensive design, tender, and contract documentation compliant with local standards and regulations.
• Proven track record in construction supervision, contract administration, and project close-out within the public sector or similar environments.
• Skills in environmental management, safety compliance, and targeted procurement processes.
• Ability to coordinate multidisciplinary teams, manage project timelines, and deliver within budget constraints.
