Objectives

The primary objective of this tender is to appoint a multi-disciplinary team of experienced professionals to undertake structural repair work and refurbishment of walls at Mvuthshini Clinic. The project aims to address severe structural cracks, damaged building components, and storm water ingress issues to enhance the structural integrity and safety of the facility, ensuring compliance with relevant standards and regulations.

Scope

The scope includes:

• Preparation of engineering reports identifying the causes of cracks and recommended repair methods.
• Upgrading storm water management systems, including rainwater goods.
• Refurbishment of wall finishes, ceilings, steel window and door frames, and floor coverings.
• Structural repairs to address cracks (stair step, horizontal, vertical, diagonal, craze cracks).
• Assessment and management of associated risks, project design, documentation, and project close-out.
• Management of multidisciplinary team activities, stakeholder engagement, and compliance with statutory requirements.

Technical Requirements

The technical requirements encompass:

• Provision of a professional multi-disciplinary team including Civil/Structural Engineer, Architect, Quantity Surveyor, Geotechnical Engineer, Electrical Engineer, and Occupational Health & Safety specialists.
• Adherence to relevant legislation, standards, and policies such as the FIDPM, SANS codes, and Department of Health regulations.
• Development of detailed design, construction, and refurbishment plans with BIM integration.
• Management of project stages from inception through to handover within specified timelines.
• Compliance with statutory approvals, safety standards, and quality assurance protocols.
• Implementation of risk management, quality control, and stakeholder communication strategies.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in managing structural repair and refurbishment projects in healthcare or similar facilities.
• Qualified and registered professionals in civil/structural engineering, architecture, quantity surveying, geotechnical, electrical, and health & safety.
• Capability to develop and implement BIM-based design and project management systems.
• Strong project management skills, including planning, scheduling, and risk mitigation.
• Effective stakeholder engagement and communication skills.
• Knowledge of applicable legislation, standards, and best practices in healthcare infrastructure projects.
