Objectives

The primary objective of this tender is to secure security services and access control for the Department of Public Works and Infrastructure at Jozini House No: B0227. The services are to be provided for a period of twelve (12) months, with an option for the department to terminate the contract with a one-month notice. The goal is to ensure the safety, security, and proper access management of the premises and personnel.

Scope

The scope includes:

• Provision of security officers (Grade C) for day and night shifts.
• Supply and maintenance of security aids such as radios, batons, handcuffs, pocket books, and portable toilets.
• Implementation of access control, patrols, incident reporting, and security monitoring systems.
• Provision of necessary equipment and uniforms, ensuring security personnel are identifiable and properly equipped.
• Regular inspections, reporting, and compliance with specified security standards and procedures.
• Adherence to legal, safety, and ethical standards, including vetting and security clearances of personnel.

Technical Requirements

The technical requirements encompass:

• Deployment of qualified security officers (Grade C) for both day and night shifts.
• Use of security aids such as radios, batons, handcuffs, whistles, torches, and pocket books.
• Proper uniforms and identification badges for all security personnel.
• Maintenance of registers including occurrence, access control, visitors, and incident logs.
• Installation and operation of two-way radios and guard monitoring systems.
• Regular inspections and audits by departmental officials.
• Compliance with vetting, security clearance, and background checks for all personnel.
• Provision of incident reports, monthly and quarterly security reports, and adherence to service level agreements.
• Implementation of emergency procedures and reporting protocols.

Skills Requirements

The skills and qualifications required for bidders and their personnel include:

• Security officers must hold a valid PSIRA registration (Grade C) and possess relevant security training certificates.
• Supervisors must have at least Grade C security qualification, with a minimum of two years’ experience in security management.
• Supervisors should have a Grade 12 (Standard 10) certificate and formal security training.
• Personnel must present a professional image, adhere to uniform standards, and demonstrate good conduct.
• Ability to operate security equipment, conduct patrols, manage incident logs, and communicate effectively via radios.
• Capacity to respond promptly to incidents, conduct investigations, and prepare reports.
• Knowledge of legal and departmental security procedures, including access control and emergency response.
• Compliance with vetting, security clearance, and background screening processes.
