Objectives

The primary objective of this tender is to secure security services and access control for Bergville House for a period of twelve (12) months, with an option for the Department of Public Works to terminate the contract with a one-month notice. The aim is to ensure the safety, security, and proper access management of the premises through qualified security personnel and appropriate equipment.

Scope

The scope encompasses the provision of security officers (both day and night shifts), security aids (such as portable radios, movable toilets, batons, handcuffs, pocket books), and related equipment for Bergville House. The services include access control, patrols, incident reporting, handling lost articles, managing deliveries, and ensuring compliance with security protocols at the specified site for the entire contract period.

The contract also involves vetting security personnel, maintaining registers, conducting inspections, and adhering to specified operational and technical standards as detailed in the tender documents.

Technical Requirements

• Provision of two security officers (Grade C) for day and night shifts, including supervisors.
• Use of approved uniforms, identification cards, and security aids (batons, handcuffs, radios, pocket books).
• Implementation of access control procedures and patrols, with proper documentation and registers (occurrence, visitors, keys, etc.).
• Use of two-way radios (base and handheld) for effective communication.
• Installation and maintenance of guard monitoring systems and shift rosters.
• Compliance with vetting, security clearance, and PSIRA registration requirements for all personnel.
• Adherence to operational conditions, including reporting incidents, managing deliveries, and handling emergencies.
• Provision of equipment such as radios and movable toilets, with prices included in the bid.
• Regular inspections and audits by the Department to ensure service quality and compliance.

Skills Requirements

• Experience in providing security services for large institutions, with a minimum of one (1) year supported by references.
• Supervisors must have at least Grade C security training and two years of relevant experience.
• Security officers must be registered with PSIRA and possess valid security clearance.
• Personnel must demonstrate professionalism, proper appearance, and adherence to security protocols.
• Ability to operate communication equipment effectively and maintain detailed records and registers.
• Competence in incident management, reporting, and emergency response.
• Capability to respond promptly to emergencies and coordinate with departmental representatives.
