Objectives

The primary objective of this tender is to procure security services and access control for the Bulwer Building over a period of twelve (12) months, with an option for the Department of Public Works and Infrastructure to terminate the contract with a one-month notice. The aim is to ensure the safety, security, and controlled access to the premises through qualified security personnel and appropriate security measures.

Scope

The scope includes the provision of security officers (both day and night shifts), security aids such as portable radios, movable toilets, and other security equipment, as well as access control and incident management at the Bulwer Building. The services are to be delivered continuously for 12 months, with the possibility of contract termination with a one-month notice, and involve duties such as patrols, incident reporting, access control, and site inspections.

Technical Requirements

• Provision of qualified security officers (Grade C) for day and night shifts, with specific requirements for appearance, fitness, and PSIRA registration.
• Use of proper uniforms, identification cards, and security aids (baton, handcuffs, whistle, torch, radio, pocket book).
• Implementation of incident registers, shift rosters, and visitor logs, with strict procedures for recording activities and incidents.
• Deployment of two-way radios (base and handheld) for effective communication.
• Use of guard monitoring systems and regular site inspections by departmental officials.
• Adherence to security procedures including access control, patrols, emergency response, and reporting protocols.
• Compliance with vetting, security clearance, and background checks for all security personnel.
• Provision of security aids such as portable toilets, radios, and other equipment, with proper maintenance and documentation.
• Regular inspections and audits to ensure service quality and compliance with contractual obligations.

Skills Requirements

• Security officers must possess Grade C certification and PSIRA registration, with a minimum of two years’ experience in large institutions.
• Supervisors should have at least Grade C and formal training, with a minimum of two years’ supervisory experience.
• Security personnel must present a professional appearance, be physically and medically fit, and demonstrate competence in access control, patrols, incident management, and emergency procedures.
• Supervisors are responsible for shift management, personnel deployment, and ensuring adherence to security protocols.
• The contractor’s team must be capable of responding to emergencies within 45 minutes and maintain effective communication and reporting skills.
• Personnel should be trained in the use of security aids, incident reporting, and customer service principles aligned with Batho Pele principles.
