Objectives

The primary objective of this tender is to procure security services and access control for Jozini House No: 8547 for a period of twelve (12) months, with an option for the Department of Public Works to terminate the contract with a one-month notice. The aim is to ensure the safety, security, and proper access management of the premises during this period.

Scope

The scope encompasses the provision of comprehensive security services, including guarding, access control, patrols, incident reporting, and related security aids at Jozini House. The services are to be rendered continuously over 12 months, covering both day and night shifts, with provisions for equipment, personnel management, and compliance with specified standards and regulations.

Technical Requirements

• Provision of security officers (Grade C) for day (06:00 – 18:00) and night (18:00 – 06:00) shifts.
• Deployment of security aids such as portable radios, movable toilets, batons, handcuffs, pocket books, whistles, and torches.
• Adherence to PSIRA registration and licensing requirements for all security personnel.
• Implementation of access control procedures, including registration of visitors, issuance of identification cards, and management of security registers.
• Use of two-way radios for communication between security personnel and control rooms.
• Regular inspections, incident reporting, shift handovers, and maintenance of security registers.
• Provision of a control room with communication equipment and a contingency plan for security breaches or emergencies.
• Compliance with the Department’s specifications, standards, and legal requirements, including vetting of personnel and adherence to safety protocols.

Skills Requirements

• Security officers must possess a Grade C certification and PSIRA registration.
• Supervisors should have at least two years of experience, Grade C certification, and be capable of managing shifts, personnel, and incident reports.
• Personnel must present a neat, professional appearance, and be fully equipped with identification and security aids at all times.
• The contractor must provide well-trained supervisors capable of overseeing security operations, conducting patrols, and liaising with departmental representatives.
• Personnel should be able to respond promptly to emergencies, conduct investigations, and maintain effective communication within the security team.
