Objectives

The primary objective of this tender is to procure security services and access control for the Department of Public Works and Infrastructure at Ladysmith for a period of 12 months. The aim is to ensure the safety, security, and controlled access to the specified facilities over the contract duration.

Scope

The scope involves providing comprehensive security services, including access control, for the NDWPI Ladysmith facility. The services are to be rendered over a period of 12 months, with a total of 84 days of service provision as specified. The scope also encompasses the supply of necessary equipment such as radios, portable toilets, and other security-related assets, along with ensuring compliance with all relevant security and safety standards.

Technical Requirements

• Provision of security personnel, including security officers for day and night shifts, trained and qualified as per PSIRA standards.
• Implementation of access control measures at the facility, including monitoring and managing entry and exit points.
• Supply and operation of communication equipment such as portable radios.
• Provision of movable sanitation facilities (e.g., portable toilets).
• Adherence to health and safety regulations, including submission of health and safety plans within 21 days of contract commencement.
• Security clearance for personnel, with all staff identifiable and security cleared as required.
• Compliance with confidentiality, data protection, and legislation applicable to security services.
• Provision of insurance and indemnity coverage for the duration of the contract.
• Monitoring and reporting of incidents, with immediate notification of any security breaches or incidents.

Skills Requirements

• Qualified security personnel with valid PSIRA registration and certification.
• Experience in security and access control management within government or similar facilities.
• Ability to operate and manage communication equipment such as radios.
• Knowledge of health and safety regulations relevant to security services.
• Competence in reporting, incident management, and emergency response procedures.
• Capability to implement confidentiality and data security protocols.
• Proven track record in delivering security services over similar contract periods.
