Objectives

The primary objective of this tender is to procure security services and access control for NDPWI: Stanger House for a period of 12 months, with an option for the Department to terminate the contract with a one-month notice. The aim is to ensure the safety, security, and proper access management of the premises through qualified security personnel and appropriate equipment.

Scope

The scope includes:

• Provision of security officers for day and night shifts at Stanger House.
• Access control and monitoring of premises.
• Supply and maintenance of security equipment such as radios, portable toilets, and other aids.
• Implementation of security registers, patrols, incident reporting, and site inspections.
• Adherence to specified operational, technical, and administrative requirements as detailed in the tender documents.

Technical Requirements

The technical specifications include:

• Deployment of security officers with Grade C certification, equipped with uniforms, PSIRA registration, and security aids (batons, handcuffs, whistles, torches, radios, pocket books).
• Provision of security aids such as radios, movable toilets, and other specified equipment.
• Use of a guard monitoring system with identified patrol points and reporting procedures.
• Maintenance of registers: occurrence, access control, visitors, keys, and incident logs.
• Implementation of two-way radio communication systems and shift rosters.
• Compliance with vetting, security clearance, and PSIRA registration for all security personnel.
• Adherence to safety, uniform, identification, and conduct standards.
• Provision of reports, incident logs, and regular inspections to the Department.

Skills and Qualification Requirements

The tender specifies that:

• Security officers must possess a Grade C certification and be registered with PSIRA.
• Supervisors must have at least Grade C and a minimum of two years’ experience in security management.
• Supervisors should have a Grade 12 (Standard 10) qualification and formal security training.
• All security personnel must be medically and physically fit, well-presented, and capable of performing their duties effectively.
• Personnel must be trained in access control, incident reporting, emergency procedures, and customer service principles such as Batho Pele.
• Respond promptly to security incidents and conduct regular site inspections and patrols.
