Objectives

The primary objective of this tender is to secure security services and access control for the Durban Building of the Department of Public Works and Infrastructure for a period of seven (07) months, with an option for the department to terminate the contract with a one-month notice. The aim is to ensure the safety, security, and controlled access to the premises during this period.

Scope

The scope encompasses the provision of comprehensive security services, including guarding, access control, incident reporting, patrols, and related security aids at the Durban Building. The services are to be delivered over seven months, with the possibility of contract termination with a one-month notice, and include the deployment of security officers for day and night shifts, provision of equipment such as radios and portable toilets, and adherence to specified standards and regulations.

Technical Requirements

• Provision of security officers (Grade C) for day (06:00 – 18:00) and night (18:00 – 06:00) shifts, with a total of four officers (2 day shift, 2 night shift).
• Deployment of security aids including baton, handcuffs, whistle, torch, radio, and pocket book for each officer.
• Use of neat, identifiable uniforms and valid PSIRA registration cards for all security personnel.
• Maintenance of security registers: Occurrence Register, Access Control Register, Shift Rosters, Visitor Register, Pocket Book, and other relevant logs.
• Implementation of patrols, incident reporting, key management, and control of deliveries and government vehicles.
• Use of two-way radios (base and handheld) for immediate communication.
• Regular inspections, audits, and compliance with Departmental standards and specifications.
• Adherence to health, safety, and legal requirements, including vetting and security clearances for personnel.
• Provision of contingency plans and timely response to security breaches or emergencies.

Skills Requirements

• Security officers must possess Grade C certification and PSIRA registration.
• Supervisors should have at least Grade C and a minimum of two years’ experience in security management.
• Supervisory staff must have formal training and be capable of managing shifts, conducting patrols, and handling incidents.
• Security personnel must be medically fit, present a professional image, and adhere to uniform and identification standards.
• The contractor must provide well-trained supervisors capable of overseeing daily operations, inspections, and reporting.
• Personnel should be able to respond promptly to emergencies, conduct investigations, and liaise effectively with departmental representatives.
