Objectives

The primary objective of this tender is to procure nebulizer masks and oxygen masks, including specific variants such as child-sized masks, to meet the healthcare needs of the King Cetshwayo District Office under the KwaZulu-Natal Department of Health. The procurement aims to ensure the availability of compliant, high-quality medical masks that adhere to specified standards and specifications, supporting effective respiratory care within the healthcare facilities.

Scope

The scope encompasses the supply of various types of masks, including adult and pediatric nebulizer masks, oxygen masks, and non-rebreather masks, as detailed in the specifications. The procurement covers:

• Supply of masks conforming to detailed technical specifications.
• Provision of masks in specified packaging (e.g., boxes of 100 units).
• Delivery of items within the stipulated contract period, typically once-off, to the designated location at King Cetshwayo District Office.
• Compliance with all mandatory standards, regulations, and certification requirements, including SAHPRA licensing.

Technical Requirements

The technical specifications for the masks include, but are not limited to:

• Design and size appropriate for the intended patient group (adult, paediatric, child).
• Correct fit over the nose and mouth with secure retaining straps and malleable nose plates.
• Inclusion of exhalation holes with one-way valves to prevent entrainment of room air.
• Use of soft, clear vinyl for patient comfort and visual assessment.
• Compliance with specified sizes, packaging (e.g., box/100), and safety features such as safety vents.
• Inclusion of necessary accessories such as oxygen tubing (e.g., 7-foot length).
• Provision of SAHPRA license and adherence to relevant standards and specifications.

Skills and Qualifications Requirements

Bidders must demonstrate the following skills and qualifications:

• Ability to supply medical-grade respiratory masks that meet detailed technical and safety specifications.
• Proven capacity to deliver within the specified timeframe (e.g., 2 weeks for delivery).
• Compliance with regulatory requirements, including possession of valid SAHPRA licenses for medical devices.
• Experience in supplying healthcare equipment to government institutions, with evidence of previous successful deliveries.
• Understanding of procurement policies, including adherence to the Preferential Procurement Regulations and the Department’s specific goals (e.g., BBBEE compliance).
• Capability to provide necessary documentation, such as CIPC registration, BBBEE certificates, and tax compliance certificates.
