Objectives

The primary objective is to procure professional training services to upskill Buffalo City Metropolitan Municipality staff on modern pothole repair methodologies. The initiative aims to standardize road maintenance practices, improve infrastructure durability, and certify municipal workers to an intermediate vocational competency level.

Scope

The successful bidder will deliver a comprehensive training programme for 39 municipal delegates, divided into two cohorts (19 and 20 participants). The scope includes full instructional delivery, provision of a locally situated training venue within the Buffalo City Metropolitan area, and complete catering services. Catering covers morning and afternoon refreshments (tea, coffee, muffins, sandwiches, juice, and water) alongside a full lunch. All activities must align with national occupational standards and conclude with formal assessment, moderation, and certification processes.

Technical Requirements

• Hold valid accreditation from the Quality Council for Trades and Occupations (QCTO) for Specific Programme SP-240504 (Pothole Repairs, NQF Level 3, 31 credits).
• Submit course content and implementation methodology explicitly mapped to the QCTO standard.
• Provide a signed Service Level Agreement with a property owner for a QCTO-accredited training venue located within the municipality.
• Demonstrate a minimum functionality score of 80% across mandatory criteria, including accreditation proof, venue documentation, facilitator experience, assessor/moderator certifications, and two prior successful contracts for identical training programmes.
• Submit fixed pricing covering venue hire and detailed catering specifications for both delegate groups, inclusive of VAT where applicable.
• Comply with the 80/20 preference point evaluation system, allocating 80 points to price and 20 points to specific goals (B-BBEE status and geographic locality).

Skills Requirements

• Facilitator: Demonstrated experience delivering Pothole Repairs NQF Level 3 training, supported by relevant CVs and qualifications.
• Assessor & Moderator: Must hold current accreditation certificates issued by CETASETA (Construction Education and Training Authority).
• Institutional Capacity: Proven ability to manage curriculum delivery, practical workshop coordination, learner assessment, and administrative compliance with QCTO reporting frameworks.
• Subject Matter Expertise: Advanced practical and theoretical knowledge of road surface maintenance, asphalt/concrete patching techniques, site safety protocols, and quality control measures specific to municipal infrastructure.
