Objectives

To procure and supply a one-off batch of non-antibacterial liquid hand soap for comprehensive use across all departments of King Dinuzulu Hospital Complex. The primary aim is to facilitate safe, effective hand hygiene in clinical environments while avoiding harsh antibacterial agents, irritants, and allergens.

Scope

The tender covers the supply of 3,060 units of 500ml plain liquid hand soap. Delivery must be made directly to the hospital complex. The contract is a single-delivery arrangement with a quotation validity period of 90 days. Evaluation follows a structured five-stage process encompassing administrative compliance, specification adherence, delivery capacity verification, pricing, and sample validation.

Technical Requirements

• Formulation: Plain, ordinary liquid soap that is strictly hypoallergenic and fragrance-free. Must exclude antimicrobial agents, triclosan, added dyes, and synthetic perfumes.
• Packaging: 500ml disposable plastic bottles fitted with functional pump-top mechanisms. Bottle dimensions must align with standard hospital elbow-operated dispenser holders.
• Regulatory Standards: Compliance with SANS 235/SANS 825, alignment with ISO 22716 Good Manufacturing Practices, and adherence to NRCS directives.
• Mandatory Documentation: Submission of a Material Safety Data Sheet (SDS), Certificate of Analysis (COA), Certificate of Acceptability, and an SABS-approved Technical Data Sheet.
• Labeling: Fully waterproof and chemical-resistant labels that remain legible under wet conditions. Must display trade name, complete ingredient list, net volume, safety data, usage/dilution instructions, and manufacturer/distributor address.
• Quality & Validity: Products must be new, unused, and carry a minimum shelf life of six months from delivery. Physical samples must accompany the initial quotation.

Skills Requirements

As this is a goods supply tender, formal professional certifications are not mandated. However, bidders must demonstrate proven supply chain capacity by providing verifiable proof of at least three successful deliveries of similar products to any sphere of government. Suppliers must possess the operational competency to navigate South African regulatory frameworks, compile mandatory health and safety documentation, maintain quality control aligned with cosmetic and detergent manufacturing standards, and manage logistics for timely, undamaged delivery.
