Objectives

The primary objective of this tender is to appoint a qualified service provider to supply and deliver nutritional porridge to Umdoni Municipality. The municipality seeks to sustain its public participation initiatives and special community programmes by securing a reliable, compliant, and cost-effective source of fortified food products for beneficiary distribution.

Scope

The contract encompasses the complete supply and delivery of 50 boxes of Original Futurelife nutritional porridge. Each box must contain twenty (20) individual 500-gram packs. The successful bidder will be responsible for transporting the goods to the designated Umdoni Municipality offices in Scottburgh. Quotations must remain valid for thirty (30) days, and the municipality reserves the right to accept partial bids, reject any or all submissions, and is not bound to accept the lowest quote.

Technical Requirements

• Product Specification: Only Original Futurelife nutritional porridge will be accepted. No substitutions or alternative brands are permitted.
• Quantity & Packaging: Exactly 50 boxes, with each box comprising 20 x 500g units. All packaging must be factory-sealed, undamaged, and suitable for safe transport and storage.
• Delivery: Goods must be delivered to the specified municipal offices in Scottburgh within the timeframe stipulated upon contract award.
• Compliance Documentation: Bidders must submit a signed and stamped quotation on company letterhead, along with proof of Central Supplier Database (CSD) registration, tax compliance status (SARS TCS PIN or eFiling confirmation), valid B-BBEE certificate or sworn affidavit, company registration documents, certified director identification copies, VAT registration certificate (if applicable), and proof of residence.
• Evaluation Criteria: Bids will be assessed based on relevant specifications, value for money, execution capability, and compliance with the Preferential Procurement Policy Framework Act (PPPFA) and associated regulations.

PPPFA (Preferential Procurement Policy Framework Act): Legislation that dictates how public entities allocate preference points during bid evaluation. This tender utilises an 80/20 or 90/10 point system, weighting price heavily while reserving up to 10 points for specific socio-economic goals such as black ownership, local enterprise promotion, and regional economic development.
