The primary objective of this tender is to procure hydraulic oil to sustain municipal operational activities. The municipality aims to secure a reliable supply of industrial fluid at competitive pricing while enforcing strict adherence to public procurement legislation, mandatory vendor registration, and national socio-economic transformation mandates.
The scope covers the supply and delivery of one six-litre container of hydraulic oil. Successful bidders must submit their proposals exclusively through the designated online procurement portal, as faxed or physical submissions will be rejected. Quoted prices must remain binding for a minimum of thirty days from the tender closing date. All submissions must comply with the General Conditions of Tender, Conditions of Purchase, and applicable procurement directives.
No specialized academic or professional certifications are mandated. However, bidders must demonstrate:
80/20 System: This denotes South Africa’s preferential procurement scoring methodology. Eighty percent of evaluation points are allocated to price competitiveness, while twenty percent are reserved for specific socio-economic goals, primarily Black Economic Empowerment (BEE) status and support for historically disadvantaged enterprises.
Non-Responsive Tender: A submission that omits mandatory information or fails to meet baseline requirements (e.g., unlisted brand names or missed sampling deadlines) is automatically disqualified during the initial compliance screening without further technical or financial evaluation.
Supplier Database Registration: Contractors must complete official enrollment on the municipality’s centralized vendor management system before a contract can be awarded. Bids from unregistered suppliers will be invalidated regardless of technical or financial merit.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
