Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake the operation and maintenance of water care facilities, including boreholes, water treatment plants, wastewater treatment works, and associated infrastructure, ensuring compliance with Blue Drop and Green Drop regulations. The service aims to provide safe potable water and environmentally compliant wastewater discharge over a period of 4 months at Kirkwood Correctional Services, Slagboom SAPS, and surrounding areas.

Scope

The scope of work encompasses:

• Operation and maintenance of water treatment plants, boreholes, storage dams, and reservoirs, including water abstraction, treatment, plant maintenance, and associated works (dosing equipment, sluice gates, channels, filtration).
• Operation and maintenance of wastewater treatment works, including inlet works, preliminary treatment, sludge removal, biological filtration, final settlement, tertiary treatment, and compliance with Green Drop standards.
• Preventative and corrective maintenance on all equipment such as standby generators, pumps, SCADA systems, chemical dosing equipment, storage tanks, and chemical handling facilities.
• Legislative compliance with relevant Acts, regulations, and standards (e.g., Occupational Health and Safety Act, Water Acts, ISO standards).
• Provision of water care chemicals, reagents, and consumables necessary for water and wastewater treatment.
• Water quality testing at SANAS-accredited laboratories, including sampling, analysis, and reporting.
• Routine maintenance tasks such as grass cutting, lawn mowing, garbage removal, and site tidiness.
• Implementation of Blue Drop and Green Drop assessments, including water quality management, asset management, and regulatory reporting.
• Provision of security, insurance, and compliance with health and safety requirements.
• Management of project timelines, reporting, and documentation as per contractual obligations.

Technical Requirements

• Operation and maintenance of water and wastewater treatment facilities in accordance with applicable legislation, standards, and regulations.
• Provision of qualified personnel including key staff with relevant qualifications (e.g., Diploma/Degree in Chemistry, Water Care, Environmental Science, or Chemical Engineering).
• Implementation of preventative and corrective maintenance schedules, including calibration and servicing of equipment.
• Water quality monitoring using SANAS-accredited laboratories, with results submitted to relevant authorities.
• Supply and management of water treatment chemicals, reagents, and consumables, ensuring continuous treatment quality.
• Compliance with Blue Drop and Green Drop certification standards, including regular audits and reporting.
• Provision of adequate insurance cover, security, and health and safety measures on site.
• Adherence to project timelines, including submission of programmes, progress reports, and final completion documentation.
• Use of local labor (minimum 50%) and compliance with employment equity and socio-economic development goals.

Skills Requirements

• Qualified water treatment and environmental science personnel, including key staff with relevant diplomas or degrees and trade test certificates.
• Skilled operators for pumps, SCADA systems, chemical dosing, and electrical/mechanical equipment.
• Experience in water and wastewater treatment plant operation, maintenance, and regulatory compliance.
• Ability to conduct water quality testing and interpret laboratory results.
• Competence in health and safety management, including developing and implementing safety plans and hazard mitigation.
• Project management skills, including scheduling, reporting, and documentation.
• Knowledge of legislative and environmental standards applicable to water treatment and environmental health.
• Capacity to manage chemicals, reagents, and consumables supply chain effectively.
• Ability to work in a team environment, with emphasis on local employment and community engagement.
