Objectives

The primary objective is to secure a compliant, efficient, and clinically capable orthodontic laboratory service provider to support the Oral and Dental Services at King Dinuzulu Hospital Complex. The procurement aims to ensure consistent, high-quality fabrication of orthodontic appliances for patient treatment while adhering to provincial health supply chain regulations, quality standards, and national preferential procurement policies.

Scope

The successful bidder will provide comprehensive orthodontic laboratory services covering the manufacturing of commonly used orthodontic, interceptive, preventive, functional, fixed, removable, and retention appliances. Specific items include:

• Orthodontic study models (digitally generated or conventional)
• Twin Block appliance
• Bonded Rapid Palatal Expander
• Hawley retainer
• Vacuum-formed retainer (Essix)
• Nance Holding Arch
• Tongue Crib Appliance (fixed or removable)
• Facemask appliance

The scope encompasses end-to-end logistics, requiring the supplier to arrange both collection from and delivery to the hospital's Dental Department for all laboratory stages. The contract is structured as a once-off quotation with a ninety-day validity period.

Technical Requirements

• Fabrication capabilities must cover all listed appliances and any additional standard orthodontic devices, with prices for unlisted items aligned to current market-related rates.
• Strict turnaround time of maximum seven calendar days per order, except under exceptional or unforeseen circumstances.
• Full compliance with the clinical and material specifications outlined in Annexure A.
• Readiness to provide physical sample appliances or demonstrate laboratory quality upon request, at the bidder's own cost.
• Submission of mandatory administrative and compliance documentation, including updated CIPC registration, B-BBEE verification certificate or sworn affidavit, Central Suppliers Database (CSD) compliance report, SAHPRA licence, and valid tax clearance.
• Documented proof of at least two prior successful deliveries of similar goods or services to any sphere of government.

• SAHPRA Licence: Issued by the South African Health Products Regulatory Authority, this licence certifies that the supplier complies with national regulations for manufacturing, importing, or distributing health-related products, including dental and medical devices.
• 80/20 Preference Point System: A South African government procurement scoring model where up to 80 points are awarded based on competitive pricing, and 20 points are reserved for socio-economic goals. In this tender, the full 20 points are allocated to promoting South African-owned enterprises, verified through B-BBEE certificates and CSD data.
• CSD (Central Suppliers Database): The national repository for all government-approved suppliers. Active registration and compliance status are mandatory prerequisites for participating in public sector contracts.
