Objectives

The primary objective of this tender is to appoint a service provider to deliver deep cleaning services at the Department of Public Works and Infrastructure's (DPWI) Lords Ground: Newbuilding. The service aims to ensure thorough cleaning of carpets, floors, windows, glass doors, and related surfaces to maintain hygiene and cleanliness standards.

Scope

The scope includes:

• Deep cleaning of carpets, including vacuuming, spot cleaning, and high traffic area cleaning.
• Deep cleaning of tiled floors, including polishing and stain removal.
• Cleaning of windows, glass doors, and related glass surfaces.
• Cleaning of fabric chairs, floors, and other specified surfaces within the new building.
• Provision of all necessary equipment, chemicals, and personnel to perform the cleaning over an 84-day period.
• Adherence to specified cleaning standards and norms as per Schedule A.

Technical Requirements

The technical requirements include:

• Provision of appropriate cleaning equipment such as carpet cleaning machines (dry & wet), vacuum cleaners, floor polishers, and necessary chemicals.
• Compliance with South African Bureau of Standards (SABS) standards for cleaning products and disinfectants.
• Adherence to cleaning standards for carpets, floors, and glass surfaces, including vacuuming, spot cleaning, polishing, and disinfecting.
• Implementation of health and safety protocols, including submission of a health and safety plan within 21 days of contract commencement.
• Provision of trained personnel with proper uniforms and identification, ensuring good health and conduct.
• Compliance with Occupational Health and Safety Act and related regulations.
• Maintenance of equipment and materials in good condition, with testing and reporting as required.

Skills Requirements

The skills and qualifications required from the service provider include:

• Experience in deep cleaning services for commercial or institutional buildings.
• Knowledge of and compliance with South African standards and regulations for cleaning and disinfectants.
• Ability to operate specialized cleaning machinery and handle chemicals safely.
• Trained and competent personnel capable of executing detailed cleaning tasks efficiently.
• Capacity to manage and coordinate cleaning activities within the specified timeframe.
• Ability to provide proof of previous similar projects, including references and completion certificates.
• Understanding of health and safety protocols, including submission of a health and safety plan and security clearance if required.
