Objective

To procure a single copy of the Oxford Medical Dictionary for clinical reference and educational use at Hlengisizwe Community Health Centre, operating under the KwaZulu-Natal Provincial Department of Health.

Scope

The procurement is strictly limited to the supply and delivery of one unit of the specified medical dictionary. The contract does not involve installation, software licensing, training, maintenance, or ongoing service delivery. The successful supplier must deliver the item to the designated health facility within the timeframe indicated in their quotation.

Technical Requirements

• The supplied dictionary must be brand new, unused, and represent the most recent or current model available on the market.
• Products must comply with any applicable South African National Standards (SANS) or relevant regulatory specifications.
• Quoted prices must be firm, inclusive of all applicable taxes (including VAT where registered), and must fully cover delivery costs to the prescribed destination.
• Bidders must explicitly confirm specification compliance and state the exact delivery period.
• Expired, damaged, or second-hand items are strictly prohibited. All goods must retain a minimum validity period of six months upon delivery.
• Suppliers must maintain active Central Supplier Database (CSD) registration and hold a valid South African Revenue Service (SARS) tax clearance certificate.

• 80/20 Preference Point System: A standard South African public procurement scoring model where 80 points are allocated based on competitive pricing and 20 points are reserved for specific socio-economic transformation goals. • SBD 4 (Bidder’s Disclosure): A mandatory legal declaration requiring bidders to disclose any personal, familial, or business relationships with employees of the procuring institution or the wider provincial health department.
