Objectives

The primary objective of this tender is to appoint a service provider for a period of 3 months to oversee site supervision and operations at the Water Treatment Plant and Wastewater Treatment Plant at Paardeberg Correctional Centre. The focus is on ensuring effective operation, maintenance, and management of water and wastewater treatment facilities, including compliance with relevant standards and regulations.

Scope

The scope encompasses:

• Provision of site supervision and operational management for water and wastewater treatment plants over 3 months.
• Operation of potable water and wastewater treatment processes, including chemical dosing, sludge removal, filtration, disinfection, and storage management.
• Maintenance activities such as cleaning, grass cutting, and general housekeeping around the facilities.
• Supply of chemicals and consumables for water and wastewater treatment.
• Implementation of Green Drop and Blue Drop compliance requirements.
• Site management, safety, and security measures.
• Reporting, record keeping, and compliance with health, safety, and environmental standards.

Technical Requirements

The technical scope includes:

• Operation of water treatment processes: sampling, analysis, chemical dosing, filtration, sedimentation, and disinfection.
• Operation of wastewater treatment processes: screening, primary and secondary treatment, sludge management, and effluent discharge.
• Maintenance of process equipment, monitoring devices, and process flow diagrams.
• Adherence to Green Drop and Blue Drop standards, including record keeping and reporting.
• Implementation of health and safety protocols, including hazard assessments, PPE, and incident reporting.
• Provision of qualified personnel: Process Controllers, general workers, and supervisors.
• Compliance with relevant legislation, standards, and departmental policies.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in operating and maintaining water and wastewater treatment plants.
• Qualified personnel with relevant certifications (e.g., Process Controllers, safety officers).
• Knowledge of water quality standards, environmental regulations, and Green/Blue Drop requirements.
• Ability to manage site safety, security, and environmental compliance.
• Capacity to supply and handle chemicals and consumables safely and effectively.
• Competence in record keeping, reporting, and documentation for compliance purposes.
• Experience in working within a correctional or similar institutional environment is advantageous.
