Objectives

The primary objective of this tender is to establish a 36-month paper recycling contract for KwaMashu Community Health Centre (KCHC) and associated clinics. The contract aims to appoint a qualified recycling service provider responsible for managing, collecting, transporting, and processing recyclable waste generated within the facilities, ensuring compliance with environmental legislation and hospital policies on sustainable waste management.

Scope

The scope includes:

• Provision of recycling bins/containers for various recyclable waste streams (paper, cardboard, plastics, cans, glass), all clearly labelled.
• Management, collection, and transportation of recyclables from the hospital and clinics to an approved recycling facility.
• Payment of at least 50 cents per kilogram of recyclables to the institution’s revenue department, with proof of payment provided.
• Reporting and monitoring, including monthly site inspections and regular communication with the Waste Manager.
• Provision of necessary equipment such as weighing scales and shredding services for confidential waste, if applicable.
• Ensuring health and safety standards, including PPE for staff and compliance with relevant regulations.

Technical Requirements

The technical requirements specify that:

• The service provider must supply appropriate, labelled recycling bins for all waste streams.
• Recyclables must be collected and transported at least three times a week or as needed based on volume.
• The provider must conduct monthly site inspections and report to the Waste Manager.
• Equipment such as weighing scales must be brought on site by the service provider for accurate measurement.
• Confidential waste must be shredded by accredited personnel, with arrangements for shredding and proof of payment.
• The provider must obtain gate passes and sign registers upon collection.
• The service must comply with all applicable environmental, health, and safety legislation.

Skills Requirements

The successful bidder must demonstrate:

• Experience in managing hospital or institutional recycling and waste management services.
• Ability to supply and manage labelled recycling containers and equipment.
• Capacity to perform regular collection, transportation, and reporting activities.
• Knowledge of relevant environmental and health and safety regulations.
• Proven ability to handle confidential waste securely (e.g., shredding services).
• Effective communication skills for reporting and coordination with hospital staff and Waste Management officials.
