Objective

The objective is to procure the supply and delivery of three (3) patient monitors / multi-parameter monitors for Itshelejuba Hospital, under the KwaZulu-Natal Department of Health. The monitors will be used for hospital-wide patient monitoring, including adult, paediatric and neonatal patients, in operating theatre and ICU settings.

Technical Requirements

The equipment is specified under H.T.S. No E198 (Electronics). The monitors must be new, unused, high-quality units and must comply fully with the following key requirements:

• Parameters: ECG with heart rate, non-invasive blood pressure (NIBP), temperature, and pulse oximetry (SpO2).
• Display: High-resolution colour display, minimum 21 cm diagonal, clearly visible from at least 3 metres.
• Patient range: Suitable for adult, paediatric and neonatal patients.
• Power: Operate on 220V ±10%, 50Hz and internal rechargeable battery with at least 1 hour backup; visible indication of mains/battery operation.
• ECG: Minimum 5-lead patient cable; lead selection including I, II, III, aVR, aVL, aVF and V; user-selectable sweep speed and alarm limits; defibrillator and electrosurgery protection.
• NIBP: Oscillometric method; manual, auto and stat modes; adult/paediatric/neonatal cuffs; systolic, diastolic, mean and heart rate display; adjustable alarms.
• SpO2: Must work in low perfusion and with patient motion; accuracy better than 2.5%; audible beep per heartbeat; selectable averaging period; pulse waveform display.
• Temperature: Displayed in °C, accurate to 0.1°C, range 25–40°C, compatible with Y.S.I. 400 series probes.
• Other features: Networkable, internally mounted strip chart recorder, at least 24-hour graphic/table trends, robust impact-resistant casing, carry handle, splashproof controls.
• Standards: CE certified; comply with IEC 60601-1 and 60601-1-2; S.A.N.S. 0142 wiring; Hospital Grade mains cable of at least 3 metres; compliance with Occupational Health and Safety Act.
• Accessories included: Choice of three ECG cables, three reusable temperature probes, three reusable latex-free BP cuffs, three reusable SpO2 sensors, air hose, operation and service manuals, software and passwords.

Service, Maintenance and Training Requirements

• Minimum 24-month warranty/guarantee, effective only after successful commissioning and acceptance.
• Bidder must have a well-established service and repair facility in KwaZulu-Natal; premises may be inspected.
• Technicians must be OEM-trained for service, repair and calibration; proof required.
• Technician must be available within 24 hours to attend to malfunctions.
• Training must be provided to Departmental Health Technology Services technicians down to PCB level, with a Certificate of Competency.
• Spare parts must be available for 10 years; stated spare parts delivery periods required.
• If equipment is removed for repair, a loan unit must be provided at no cost.
• After-hours service backup is required.
• Preventative maintenance and service agreement for 3 years after warranty must be quoted.

Evaluation Criteria

Quotations will be evaluated in four stages:

1. Stage 1 – Administrative and mandatory compliance: Official forms, SBD4 disclosure, GCC, SCC, SBD6.1 preference claim, CIPC registration, B-BBEE certificate/sworn affidavit.
2. Stage 2 – Capacity to deliver: Bidders with previous failure to deliver without acceptable reasons may be disqualified.
3. Stage 3 – Specification compliance: Bidders must explicitly indicate compliance with the attached specification.
4. Stage 4 – Price and preference points: 80/20 preference system: 80 points for price, 20 points for specific goals.
