Objectives

The primary objective is to procure ten (10) multiparameter patient monitors with stands for deployment across healthcare facilities within the KwaZulu-Natal Provincial Department of Health. The acquisition aims to enhance critical care, operating theatre, and emergency monitoring capabilities while ensuring strict adherence to provincial health technology standards.

Scope

The scope encompasses the complete supply chain lifecycle for the specified medical equipment. This includes delivery to the designated hospital, professional installation, system commissioning, and comprehensive end-user and technical staff training. The supplier is responsible for providing all necessary accessories, consumables, documentation, and software required for immediate clinical operation. Post-delivery obligations include a minimum twenty-four-month warranty, preventative maintenance agreements, and ongoing technical support throughout the equipment’s lifecycle.

Technical Requirements

• Core Monitoring Functions: Simultaneous measurement and display of ECG, non-invasive blood pressure (NIBP), pulse oximetry (SpO2), and temperature. Each parameter must be distinctly colour-coded and configurable for adult, paediatric, and neonatal patients.
• Display & Portability: Minimum 21cm high-resolution colour screen visible from three metres, integrated carry handle, lightweight design, and compatibility with anaesthetic machines and wall mounts.
• Power & Battery: Internal power supply and charger with a rechargeable battery providing at least one hour of continuous operation during mains failure. Visible power source indication required.
• Clinical Features: Defibrillation and electrosurgery protection, network connectivity, internal strip chart recorder, 24-hour tabular/graphic trends, and adjustable alarm limits with audible/visual alerts and temporary silence functionality.
• Safety & Compliance: Certification to IEC 60601-1 and 60601-1-2 standards, CE marking, electromagnetic interference resistance, and SANs 0142 electrical wiring compliance. Only new, unused equipment will be accepted.
• Documentation & Software: Provision of two sets of user and service manuals (including circuit diagrams, PCB layouts, and fault-finding guides), calibration software, and troubleshooting tools at no additional cost.

Skills Requirements

• Local Technical Support: Establishment of a fully equipped service and repair facility within KwaZulu-Natal, staffed by original equipment manufacturer (OEM)-certified technicians capable of responding within 24 hours.
• Advanced Biomedical Training: Capacity to deliver PCB-level calibration, maintenance, and repair training to hospital health technology personnel, culminating in a formal certificate of competency.
• Regulatory & Clinical Knowledge: Demonstrated understanding of South African medical device regulations, radiation control requirements (if applicable), and clinical evaluation protocols for critical care monitoring systems.
• Project & Logistics Management: Proven ability to coordinate procurement, customs clearance, secure transportation, and on-site commissioning without disrupting hospital operations.

Explanation of Key Terms & Conditions

• PCB-Level Training: Advanced technical instruction enabling hospital engineers to diagnose, calibrate, and repair equipment down to the printed circuit board component level, significantly reducing reliance on external manufacturers for routine maintenance.
• HTS Specification E 198: A standardized provincial government framework dictating exact clinical performance, safety, and after-sales service criteria for electronic medical devices. Non-compliance results in automatic disqualification.
• 80/20 Preference Point System: A procurement evaluation model where 80 points are allocated to competitive pricing and 20 points to socio-economic goals, specifically favouring South African-owned enterprises. Proof of ownership via CIPC documentation is mandatory to claim these points.
• SBD Compliance Framework: Mandatory submission of Standard Bidding Documents (SBD 4 for conflict of interest declarations and SBD 6.1 for preference claims) alongside tax clearance and Central Supplier Database verification. Failure to provide any required returnable form renders the quotation non-responsive.
